Ireland and JFK’s 1960 U.S. presidential victory

Irish-American Catholic Joe Biden’s victory as U.S. president recalls the historic election of Irish-American Catholic John Fitzgerald Kennedy 60 years ago. I couldn’t resist a nostalgic look back to November 1960:

In many Irish homes people stayed up late on Tuesday to get the early results, and tens of thousands were at their television sets from 6 a.m. on Wednesday to follow the count,” Derry People reported.1 Irish people and Irish papers also coped with tragic news from beyond the island: “Rejoicing throughout the country [at Kennedy’s success] was turned to gloom … when news came over the radio that a patrol of 11 Irish soldiers, serving with the United Nations’ force in the Congo, had been ambushed by Baluba tribesmen and that 10 of them were feared dead.”2

The Irish Examiner editorialized that Kennedy’s election was received “with gratification” and:

… hailed as a victory for Irish blood and the old faith, but others saw in it the culmination of the battle for recognition of the descendants of this land, from the generation which took part in the great diaspora of our race after the famine years. Their fight has been a hard one but eventually they gained admission to the councils of their adopted country only to be denied the supreme honor. Senator Kennedy is the symbol of that victory.3

Kennedy had visited Ireland three times before he was elected president: in 1939 with his father, then U.S. Ambassador to Great Britain Joseph P. Kennedy; in 1945 after his service in World War II, when he interviewed Taoiseach Éamon de Valera for the New York Journal-American; and in 1955, as U.S. Senator from Massachusetts, when he met with T.D. Liam Cosgrave.

“We should like to think that during his term of office he will visit again the land of his forebears,” wished the Evening Herald, Dublin.4 Kennedy did return to Ireland in June 1963, a triumphal, multi-stop visit overshadowed five months later by his assassination in Dallas.

Kennedy’s election came 32 years after anti-Catholic bias was used to help defeat New York Gov. Al Smith’s campaign for the presidency. The issue of religious prejudice resonated in 1960 Northern Ireland, a decade before the Troubles, as editorialize by Derry People:

By the election of Senator John F. Kennedy as next President of the United States a bigoted and vengeful tradition has come to an end, the voters showing that they will no longer accept that a Catholic candidate must be denied the highest office is his country’s gift.  … Here in Ireland there is rejoicing at the result. It is indeed a wonderful thing that the great-grandson of a poor Irish farmer, one of the millions of victims of the artificial Famine in this land, has ascended to the highest post, which a layman can occupy in the world today. …

We are not at all reluctant to point the moral of the Catholic candidate’s success, and as we see it, Senator Kennedy’s victory shows what can be done for truth and justice if decent people unite against bigotry and spleen. Let our readers reflect that if Senator Kennedy were today an applicant in these Six Counties for appointment as a consultant physician, the higher civil service, a county surveyorship, a clerk of the Crown and Peace or any of the other top jobs, he would not be successful. The truth is that the distinguished young man who today is America’s President-Elect would be voted down, as a Catholic if he dared to stand for the Mayoralty of Derry.5

Kennedy never mentioned his Catholic faith in his 1963 address to the Dáil. He acknowledged Ireland’s many contributions to the United States and its contemporary work at the United Nations, including, by then, the deaths of 26 peacekeeping troops in the Congo.

And Kennedy humorously noted the irony of how he was the first American president to visit Ireland during a term of office, while the American-born de Valera (who tried to influence the 1920 U.S. presidential election) watched in the chamber as the president of Ireland.

“I am deeply honored to be your guest in a Free Parliament in a free Ireland,” Kennedy said. “If this nation had achieved its present political and economic stature a century or so ago, my great grandfather might never have left New Ross, and I might, if fortunate, be sitting down there with you. Of course if your own President had never left Brooklyn, he might be standing up here instead of me.”

The Oct. 25, 1920, hunger strike death of Lord Mayor of Cork Terence MacSwiney in an English prison increased international attention on Ireland’s fight for independence. Irish leader Eamon de Valera, nearing the end of his 18-month tour of the United States, said that MacSwiney and other Irish hunger strikers “were forced by the tyranny that would deprive them of liberty to make death the alternative.” The Friends of Irish Freedom organized “manifestations of indignation and sorrow” in American cities. At New York City’s Polo Grounds, an estimated 40,000 attended an observance inside the baseball stadium, with another 10,000 kept outside the gates.

Feakle ambush & reprisals: Multiple views of an event

At midmorning Oct. 7, 1920, nearly two dozen Irish Republic Army gunmen hidden in houses fired on six Royal Irish Constabulary officers outside the Feakle, Co. Clare, post office. Two policemen were killed in the ambush; another badly wounded as he escaped with the other three officers after they exchanged fire with the snipers. 

What happened next was typical of the tit-for-tat of Ireland’s revolutionary period, as described by three people involved in the events:

  • “Everybody anticipated reprisals,” a local priest wrote a week later to an Irish newspaper. He described being “thrashed” by soldiers who also set fires “to illuminate the night’s proceedings.”1  
  • “The police and military came down the street banging and shooting and throwing hand grenades in all directions,” an American visitor to Feakle testified two months later at a Washington, D.C. hearing.2
  • “I asked for reinforcements … and wanted to teach the enemy a lesson that this form of activity could be costly,” the IRA leader who instigated the ambush recalled more than three decades later for an oral history project.3

The three witness perspectives, combined with the findings of a military inquiry, press reports, and related documents provide a multidimensional snapshot of the Feakle ambush and reprisals. These sources also illustrate the dangers of reconstructing such emblematic events. In a History Ireland piece about the Bureau of Military History (BMH) witness statements of the Irish revolutionary period, Fearghal McGarry warned: 

Such a source inevitably raises a host of problematic issues, both ideological and practical: these include the subjectivity of oral history, the role of the state in the creation of a project intended to record and shape historical memory, the selective nature of the testimony collected, the reliability of the witnesses’ memories, the influence of subsequent events and knowledge, and the potential for bias …Like any historical source …  they must be evaluated carefully. They record not the events of the revolution but the witnesses’ imperfect recollections of them  … Dates, numbers and other details are often inaccurate, and some claims seem less plausible than others. 

However imperfect the individual recollections, they collectively help to form a vivid mosaic of the Feakle ambush and reprisals. This event, in turn, is another piece of the larger mosaic of the Irish War of Independence.

Prelude

Feakle village and the same-named townland and Catholic parish is located 50 miles north of Limerick city and 20 miles east of Ennis in the northeast corner of Clare. The upland topography includes the southern declivities of the Slieve Baughta mountains. People there still talk about herbalist and healer “Biddy” Early, an independent woman accused of witchcraft in the mid-19th century.   

In 1917, the young Éamon de Valera, a participant in the year-earlier Easter Rising, challenged an older establishment candidate in an historic by-election for the East Clare constituency. Feakle parish priest Father Michael Hays declared de Valera’s Sinn Féin “a party of socialism and anarchy and bloodshed which struck at the roots of society.”4 The London government at Dublin Castle reported “disaffection lurked under the surface ready to break out on very small provocation” and “turmoil increased with the approach of election day, intimidation was freely practiced, and there was growing disregard for all law and order.”5 The maverick de Valera won by a more than 2 to 1 margin, and two years later was declared president of Sinn Féin’s breakaway Irish republic. 

Thomas “Tomo” Tuohy, IRA captain:

Tuohy was born Nov. 23, 1898, in Laccaroe townland, neighboring Feakle, the eldest of 10 children. He joined the nationalist Irish Volunteers in 1915 and rose to leadership by October 1920, according to his 1954 BMH statement.

Volunteers in Clare attacked the Feakle RIC barracks in June 1920, and three months later attempted to capture the Scarriff RIC Barracks, about six miles to the east. Such efforts were part of the IRA’s national strategy to drive the authorities from the countryside to boost its own operational base. Shortly after the Scarriff attack, Volunteers seized mail from the postman making a delivery to the Feakle RIC barracks. Postal and railroad hold ups also were typical IRA tactics at the time. To counter this, Feakle RIC began collecting their mail at the post office. 

“I decided to attack this party and gave instructions to the Volunteers living in the Feakle village to keep the patrol under close observation, particularly as to the time on which it left the barracks and the formation in which it moved,” Tuohy said.

On the morning of Oct. 7, as six RIC officers spaced apart in three pairs began the three quarter mile walk from their barracks to the post office, a scout notified Tuohy. He quickly positioned 20 Volunteers and told them to wait for his warning shot. One man, “contrary to orders,” fired directly at a constable who had given him “a bad beating” the previous evening, Tuohy said. The other five officers scrambled for cover as the remaining Volunteers opened fire.

Military inquiry:

Constable William Stanley and Sgt. Francis Doherty were killed in the ambush. Both men were 46; each with more than 20 years of RIC service. Doherty was a bachelor from Mohill, Co. Leitrim; Stanley a Co. Cork native with a wife and four children.6

A military inquiry at Dublin Castle issued this statement:7

The police party were walking in couples 10 yards apart towards the P.O. when fire was opened on them from the upper windows of the P.O., from the adjoining house, and from a farmyard on the opposite side of the road, thus placing them in the centre of a triangle of fire. … The Court found the two men were willfully murdered by rifles, revolvers and shotguns fired at close range by persons unknown, that a large number of men took part in the shooting, which was premeditated, and that deceased were robbed after death. … The third constable named Murphy was wounded by an expanding bullet. … The police had a dog with them, and when the sergeant [Doherty] fell it ran to him and stood by him on the road. In the next volley the dog fell wounded, three of his legs being broken.

Seán Moroney, Irish Volunteer:

Moroney was 23 at the time of the Feakle attack, a year older than Tuohy. Moroney’s 1956 BMH statement8 provides several examples of McGarry’s warning about such records:

  • Moroney said the RIC officers “travelled in pairs, with about 200 yards between each pair.” This is a big difference from the 10 yards of separation mentioned in the military inquiry. He probably said 20 yards, but the transcript typist added an extra “0” keystroke.
  • One of the Volunteers “accidentally discharged a shot” at the police, Moroney said, rather than taking revenge on the constable for an earlier beating, as suggested in Tuohy’s statement. Both could be true. Either way: “This, of course, alerted the patrol and spoiled our plan,” Moroney said.
  • Moroney said the IRA captured two carbines and about 150 rounds of ammunition. Tuohy claimed they collected 4 carbines, one .45 revolver, 300 rounds .303, and 24 rounds .45 ammunition, and 1 Mills bomb [a World War I era British hand grenade].
  • Tuohy is not mentioned in Moroney’s statement. Moroney is not among the 19 attackers listed by Tuohy.

Rev. Patrick O’Reilly, Feakle priest:

“On Thursday last, October 7th, there occurred here the tragic event in which two policemen lost their lives,” the priest began his letter to the Freeman’s Journal, published eight days later.

“I was immediately called by a courageous girl to administer the last Sacraments to them. I went at once and did so. This was about 10:30 a.m. Irish time. The doctor arrived shortly after, but could then do nothing.”

Thomas Tuohy:

He said the IRA sustained no deaths or injuries. The rebel’s search for weapons and other victims of the ambush lasted about 20 minutes “when Fr. O’Reilly, C.C., Feakle, came on the scene to administer the last rites of the church to the police. He shouted to us from the road ‘The horsemen will be on top of you in a few minutes as a messenger had gone for them before I left the village.’ ” 

Patrick J. “PJ” Guilfoil, American tourist:

Guilfoil was born in Scarriff on May 29, 1880, emigrated to America in 1900, and naturalized as a U.S. citizen at Detroit in 1906. He married a Clare woman and they had two sons. Guilfoil was working as a Pittsburgh innkeeper in March 1920 when he applied for his family’s U.S. passports.9 They sailed to Ireland two months later to visit his wife’s sister in Feakle, where they remained through October.10

In Dec. 10, 1920, testimony to the American Commission on Conditions in Ireland, Guilfoil said that on the morning of Oct. 7 he learned that two policemen had been shot outside the post office a quarter mile away from where he was staying. He said that he already intended to walk to the post office to wire the Thomas Cook & Sons travel firm in Dublin about his family’s return to Pittsburgh. “Being an American citizen and having my passport there, and being of good courage, I went out there after this happened,” he said.

He found the two slain policemen attended by “a young priest, Father O’Reilly,” the town physician having already left the scene.  “I asked the priest if he did not run great danger of reprisals for remaining there. But he said, what could he do? He could not leave two dead bodies by the road, because there were pigs and dogs around there, and what could he do? I told him that if he felt that way about it, I would remain with him, which I did.”

He said the military arrived about 2 p.m. “They got the priest to provide a horse and cart to carry the remains into town.”

Father O’Reilly:

“From 10:30 a.m. to 2:30 p.m. I remained alone practically all the time to take care of the remains and I could find no means of having them removed. At 2:30 the military arrived and I was peremptorily ordered to commandeer a horse and cart to remove the bodies. I did so and returned no more. I had had quite enough.”

PJ Guilfoil:

He testified that once he returned to his sister-in-law’s cottage in the village, a military officer asked to see his American passport and recorded his name and number. “And he said he was going to put me on the black list.”

Guilfoil said that at 6:30 p.m. a District Inspector and six soldiers arrived at Father O’Reilly’s house and dragged the priest outside–three at the head, three at the feet. They accused him of murdering the two policemen. “I stood directly across the street taking it all in,” Guilfoil said.

One of the officers commanded, “ ‘Let him have it.’ ” and a soldier delivered “three horrible blows across the hips” of the priest with the butt of his rifle, an attempt to coerce a confession, Guilfoil testified. An officer told the priest to get up and get back into his house, but as the cleric complied with the order, the officer kicked him and “called him some terrible names.” 

Father O’Reilly:

“An officer, a district inspector, and eight or ten soldiers knocked at 5:30 p.m. I opened the door and was ordered out. I was told I was to be ‘thrashed soundly,’ and there and then the soldiers caught hold of me by the hands and feet, knocked me down, and dragged me to the wall in front of the house, and proceeded to thrash me with a stock of a rifle. The officer struck me very violently with a stick when I protested. The District Inspector then interceded, be it said to his credit, and thereby saved me from further ill-treatment.

“I was ordered in, while being told I would be shot. I closed the door and thanked God I had come off so well.”

PJ Guilfoil:

“I went across the street and knocked at the door of the priest’s house, and he let me into the house, and I said, ‘My God, are you able to stand up?’

“And he said, ‘I got some awful wallops and am suffering some great pain, but what am I going to do?’

“And I said, ‘I don’t suppose your feet can carry you very far, but as far as they can carry you, I would advise you to get out of the town. There are going to be reprisals tonight.’

“He said, ‘Well, if there are reprisals, there will be people dying and they will need a priest.’” 

Father O’Reilly:

“The kind neighbors rushed in at the back to see if I was hurt. They were terrified and expected my death at each moment. They besought me most earnestly to leave the house for the night. I refused to leave until I would see things out, and I consoled them to the best of my ability. They left.”

PJ Guilfoil:

Guilfoil said he met Dr. O’Hallaron, the village physician, on the street as he returned from treating the wounded officer at the RIC barracks. “The conditions up there are terrible. They are all wild drunk,” the doctor said.

Reprisals on the village, which Guilfoil estimated at about 300 people, began soon after. He testified that he moved his family to an upstairs room and told them to lie on the floor next to the walls. “I do not need to tell you how nervous those children were,” he said. “They were shaking so that I got to shaking myself.”

The police and military set fire to the thatched roof of the Considine house, about 50 yards away, he continued. Then they torched the cottage where the Guilfoils were staying, which was partitioned and also occupied by members of the O’Brien family. 

“We have no time to fool around here,” Guilfoil said he yelled to his wife and sons as the flames surrounded the windows. “Take what you have and get out of here. I prefer to be shot than to be burned to death.”

Thomas Tuohy:

The IRA summoned “over 40 men” to defend Feakle and “teach the enemy a lesson,” Tuohy said. As the group got within a quarter mile of the village at about about 8 p.m., “flames were seen rising from three houses – Considines, O’Brien’s and Fr. O’Reilly’s. Realizing that we had been forestalled it was agreed right away to send back the reinforcements.”

The rebels abandoned the village and withdrew to the hills for the next three days.

Father O’Reilly:

“I lay in the centre of the kitchen floor, and I anticipated death at any moment. I made many an Act of Contrition, said the Rosary a few times … A bomb came through the parlour window, exploded with a deafening sound, and drove broken glass in all directions.It sprinkled the oil from the table lamp all over the room, and it is a miracle no fire resulted.”

The priest said he escaped about 3:30 a.m. to a house in the country, where he found other refugees from the town. He remained there the next evening, which was fortunate “as the [village] house was again bombed and densely riddled with bullets. The door was driven in and all my belongings piled on the village street and burned.”

PJ Guilfoil:

Some neighbors helped put out the fire at the O’Brien house as the police and military withdrew to their barracks, Guilfoil testified.

“At six o’clock in the morning I got hold of a car to convey my baggage and the children out of town, and about ten o’clock I left myself” to “a place in the country” where his wife’s family lived.

The police and troops returned in the daylight. They asked the woman who rented the house to Father O’Reilly whether any of the furniture inside belonged to her. When she said no, they pulled it into the street and set it on fire.

“And they said they were only sorry that they did not have that bloody bastard, as they called the priest, to put him on top of it,” Guilfoil testified.

A local history book published 70 years later claims the police dressed an effigy in the priest’s clothes and tied it to a chair, which was burned with the other furniture. The officers danced and sang, “The rebel padre is roasting.”11  

Press Reports:

Irish and British newspapers coverage of Feakle tended to emphasize the slain officers or the reprisals, depending on when the reports were published and the target readership. The military inquiry statement was published in papers on both sides of the Irish Sea.

Several Irish dailies carried a Press Association, Dublin, account, which corrected an Ennis correspondent’s early reporting that the Feakle RIC barracks had been attacked.12 The reprisals got more attention after the Freeman’s Journal published Father O’Reilly’s letter eight days later.

In London, The Times, an establishment paper, attributed its next day story to Dublin Castle, with nothing said about reprisals.13 A week later, The Guardian’s Dublin correspondent noted the burning of houses at the “little out-of-the-way village” of Feakle in a roundup of other reprisals in Ireland.14

The Weekly Summary, an RIC newspaper launched two months earlier to bolster force morale, published an editorial that said:

Reprisals are wrong. They are bad for the discipline of the force. They are bad for Ireland, especially if the wholly innocent suffer. Reprisals are wrong but reprisals do not happen only by accident. They are the result of the brutal, cowardly murder of police officers by assassins, who take shelter behind the screen of terrorism and intimidation they have created. Police murder produces reprisals. Stop murdering policemen.15 

This Associated Press dispatch appeared in an Oct. 24, 1920 edition of the St. Louis Post-Dispatch. The Oct. 23 dateline says the officers were killed “yesterday.”

The first Associated Press report published in American newspapers said Stanley was killed and Doherty only wounded. An updated version saying both officers were killed “yesterday” continued to be published through late October.16

In November, the pro-Irish Gaelic American, a New York weekly, over two issues republished the Limerick Echo’s report about Father O’Reilly’s letter to the Freeman’s Journal.17 The News Letter of the Friends of Irish Freedom, Washington, D.C., included Father O’Reilly in a roundup of attacks on other priests and looting of Catholic churches. “The latest phase of the ruthless campaign against the Irish nation seems to have taken the form of ‘reprisals’ for the crime of being Irish and Catholic,” the weekly newsletter said.18

A day before the Feakle ambush, the Royal Irish Constabulary Office at Dublin Castle announced a pay bonus for “permanent members” of the force, veterans such as Constable Stanley and Sgt. Doherty.19 The money was intended to boost morale in the difficult circumstances of “the life of the average constable,” as described a year later by a Dublin Castle intelligence officer:

He lived in a fortified barrack, probably overcrowded owing to the concentration of the Force, and certainly never designed to resist determined assault with modern weapons. He was surrounded by a populace which, if not definitely hostile, was at all events so intimidated that the members of the civil population hardly dare be seen speaking with him. Lurking throughout the countryside were members of the Republican Army, who, instigated by their leaders, regarded him not as an enemy to be faced in the open, but to be prosecuted by every means from petty annoyance to treacherous murder. His life was spent in constant apprehension of danger. His barrack might be attacked at any hour of the day or night, but usually the latter, by overwhelming numbers of callus ruffians, who would use every weapon of brutality against him. If he would go out of the barracks, he was compelled to do so as one of a party operating in practically an enemy’s country. He could never predict the moment when a hail of bullets would burst upon him from a carefully prepared ambush, his assailants being the apparently harmless citizens who surrounded him every day.20

Stanley and Doherty’s deaths raised to 120 the toll of RIC fatalities in Ireland since Jan. 1, 1919. Another 72 officers were killed by the end of 1920.21 Stanley’s widow received “special advances” to survivors of RIC murdered on duty at least through 1922, when the force was disbanded.22

Thomas Tuohy:

“After the Feakle ambush the local parish priest, Father Hayes [Father O’Reilly’s superior, who spoke against Éamon de Valera during the 1917 election.23 ], a violent imperialist who regularly entertained members of the enemy forces, strongly denounced the IRA from the pulpit. He referred to us as a murder gang, and declared that any information which he could get would be readily passed on to the British authorities and that he would not desist until the last of the murderers was swung by the neck. This denunciation led to unpleasant consequences and for some time services at which he officiated were boycotted by most of the congregation.”

Remember that Tuohy said Father O’Reilly had warned the IRA ambushers that military “horsemen will be on top of you in a few minutes.” Tuohy also said that Father O’Reilly administered Confession and Holy Communion to about nine IRA men in December 1920. If true, the local priests were certainly at odds, and the police and soldiers seem correct in their suspicions of Father O’Reilly.

A few days after receiving the sacraments from Father O’Reilly, Tuohy was arrested by the RIC and accused of having seditious documents. He was sentenced to two years hard labor, but released from Limerick County Jail 11 months later.

Given Tuohy’s statements, the conclusion of the priest’s letter to the Freeman’s Journal is ambiguous:

“My last sermon in the parish prior to the occasion had been solely a counsel of moderation.  … I have appealed for nothing but peace and unity amongst all Irishmen. … I most heartily forgive all who attacked me, and also those who were the deliberate and malicious cause of it. … I stand for peace, peace with honor, and though my life may now be in danger I will never be a traitor to the flag of my country. God save Ireland.”

Father O’Reilly and Father Hayes were each soon relocated from the Feakle parish.24

PJ Guilfoil:

The Guilfoil family traveled from the Clare countryside to Cork city, about 100 miles south, where they waited a week for the ship back to America. PJ and his young sons witnessed another scene of revolutionary Ireland, which concluded his commission testimony at the Lafayette Hotel, a few blocks from the U.S. capitol.

The father and his two boys, ages eight and six, watched the funeral procession of Irish Republican Army volunteer Michael Fitzgerald, who died a few days earlier on hunger strike in jail. As the line of mourners passed the Windsor Hotel, troops plucked the mourning wreaths and Irish tricolor flags from the hearse with their bayonet tips and flicked them to the curb, Guilfoil testified.

“Anything more horrible I never want to see than an armored military body following a coffin,” Guilfoil said. “They followed that coffin with rifles and machine guns all the way out to the cemetery. … I took the boys and got away from there, for I thought there might be trouble.”

Guilfoil’s testimony was exactly what the pro-Ireland commission had sought to publicize in its effort to turn U.S. opinion against Britain. The blue-ribbon panel of two U.S. senators and six other military, religious, and civic leaders held six public hearings from November 1920 through January 1921. It was not an official U.S. government enterprise. Years later, Irish politician Patrick McCartan wrote of the hearings that “only the rustle of the reporters writing broke the silence in which America strained to hear the story of British savagery withstood and defeated by the indomitable courage of the citizens of the Irish Republic.”25

Guilfoil, 1920

Guilfoil—5-foot, 8-inches, with a ruddy complexion and blue eyes under receding brown hair—seemed like an enthusiastic witness.26 “Yes, O, yes,” he answered when asked whether most Irish civilians supported the IRA. He displayed a bullet he said had pierced the cottage before his family fled from the fire. He shuffled a sheaf of “literature” and newspaper clippings about events in Ireland.

These papers may have included Father O’Reilly’s letter to the Freeman’s Journal, published in the nationally-circulated paper five days before Guilfoil sailed back to America, or the Gaelic American’s two-part reporting of it a few weeks after he returned to Pittsburgh. Father O’Reilly’s letter said he “remained alone practically all the time” outside the post office with the bodies of the two policemen. Guilfoil testified he spent over two hours with the priest at the scene. Father O’Reilly might have wanted to protect the American visitor, emphasize his own ordeal, or both. Guilfoil might have inflated his experience based on such published accounts, but it is also possible that he offered the truest version of the events.

How Guilfoil came to be called before the hearing was not explained during his testimony, in the commission’s report, or newspaper coverage. Alexander P. Moore, editor of the Pittsburgh Leader, was a member of the nationwide steering committee that organized and funded the commission, but his paper did not report on Guilfoil’s testimony. The city’s other dailies headlined the appearance: “Pittsburgh Witness In Irish Probe P.J. Guilfoil Tells of Raid by Military on County Clare Town’ and “Local Man Tells of Burning of Town in County Clare.”27 Guilfoil’s testimony was noted in other U.S. newspaper coverage, but it was overshadowed by the same-day appearances of three former RIC men who quit the force in protest of British “misrule” in Ireland, and the sister of an Irish republican politician who had died on hunger strike.

Guilfoil died in 1946 at age 66.28 The obituaries do not mention his 1920 commission testimony, or suggest that he ever returned to Ireland.

Irish-American isolationism and Irish internationalism: The dispute between Justice Daniel Cohalan and Éamon de Valera in 1920

In June 1919 Éamon de Valera, then leader of the Irish nationalist movement Sinn Féin and president of the newly established Irish Dáil, arrived in the United States. He would remain there until December 1920. De Valera sought to win American recognition for the self-proclaimed Irish Republic and raise money for the ongoing political and military campaign against British forces in Ireland. 

In achieving these objectives, de Valera sought the help of two Irish-American nationalist organizations. The secret Clan na Gael, then led by the aged Fenian leader John Devoy and the more broad-based Friends of Irish Freedom organization (FOIF), founded by Judge Daniel Cohalan, at the first 1916 “Race Convention” in New York. The FOIF had branches across the United States and by the end of 1920 numbered 275,000 regular and associate members.1. The American-born Cohalan, whose parents had emigrated from Ireland during the Famine, was a New York State Supreme Court Justice with close connections to the American Catholic hierarchy and leading politicians from both main parties. In 1919, Henry Cabot Lodge, Republican chairman of the powerful Senate Foreign Relations Committee, praised Cohalan as “one of the ablest men to ever come to Washington to plead a cause. The citizens of Irish blood are fortunate in having him as a leader”.2

That de Valera, the leader of Sinn Féin, would choose to remain in the United States for 18 months at such a momentous time, highlights the importance of the American dimension to the Irish struggle for independence. In justifying American intervention in the war, President Woodrow Wilson had called for the establishment of a League of Nations which would adjudicate disputes between nations so as to prevent future conflicts. Wilson had also highlighted that the war was being fought for the principle of justice for all nationalities though he had not the Irish in mind when he made this pronouncement. 3.

Irish-American nationalists had other ideas. In May 1919, just before de Valera’s arrival in the United States, Republican Senator William Borah of Idaho, a close ally of Cohalan, introduced a resolution in the Senate calling on the American delegation at the ongoing Paris Peace Conference to secure a hearing for an Irish delegation at the event. The resolution also expressed sympathy for Irish “self-determination” and was passed by 60-1, with 35 senators abstaining.4 President Wilson, unwilling to offend Britain, chose to ignore this resolution but de Valera had every reason to hope that further Irish-American political pressure could be applied to force the American government to back Irish demands.   

One might have expected a close working relationship between the leaders of Irish and Irish-American nationalism and indeed relations between de Valera and Cohalan were initially good. In particular, De Valera recognized that Cohalan, with his social and political connections, could be a vital ally to his mission. In February 1919, a few months before de Valera’s arrival in the United States, an Irish Race Convention in Philadelphia, chaired by Judge Cohalan, launched a “Victory Fund” in support of the Irish cause. A portion of these funds facilitated de Valera’s successful tour of the United States. While Cohalan initially objected to de Valera’s bond drive, believing that the sale of bonds on behalf of a country that did not yet exist would be illegal, a compromise was found. Bond “certificates” rather than actual bonds were sold. FOIF National Secretary, Cork-born Diarmuid Lynch, who had fought heroically in the 1916 Rising, turned over the names and address of the organization’s members to de Valera’s bond drive committee. Meanwhile, members of the Clan and the FOIF enthusiastically participated in the Bond Drive. Over $5 million was collected and this aspect of de Valera’s American mission proved to be a resounding success.5

Tensions Developed

Despite Cohalan’s cooperation with de Valera’s bond drive, tensions developed between both men. Given Cohalan’s relative obscurity in Irish history, it would be easy to explain this dispute in terms of personality factors. Indeed, de Valera has lent credence to this view. In one report to Arthur Griffith, then acting head of the Irish cabinet in Dublin, de Valera expressed his frustration with Cohalan. “Big as the country is, it was not big enough to hold the Judge and myself”.6

However, a close study of Cohalan’s background and belief system offers another explanation for the growing tension. While the American-born Cohalan was an Irish nationalist and strongly anti-British, he also saw himself as a defender of the Irish “race” in the United States. Since its foundation in 1903, the Clan newspaper, the Gaelic American, edited by Devoy, confronted claims that the Catholic Irish were not fully loyal to the American nation and followed the orders of the Pope and Irish nationalist leaders. Cohalan was also an American isolationist and many of his publications attacked perceived attempts by so-called “pro-British” elements in the United States to forge an Anglo-American alliance. Cohalan believed that such an alliance would not only be detrimental to Irish-American and American interests but would also enhance the power of the British Empire and thus weaken Irish struggle for independence.7.

Like Devoy, Cohalan associated Wilson with a dominant Anglo-Saxon elite in American society that identified with the interests of Britain as much as the United States. He believed that Wilson’s proposed League of Nations was merely a cover for an Anglo-American alliance. As Cohalan remarked in a speech in Brooklyn, New York in March 1919: “How clever the Englishman who devised the term, but oh, how much more strongly an appeal a ‘League of Nations’ makes to mankind in general than a League for the preservation of the British Empire.”8   

In contrast, de Valera was generally supportive of Wilson’s idea of a League of Nations once an independent Ireland could be a member. In a predatory international system of powerful and weak states, a functioning League could offer a degree of security to an emerging state like Ireland. In July 1919, just after he arrived in the United States, de Valera informed Arthur Griffith in Dublin that he was trying to let Wilson know that “if he goes for his 14 points as they were and a true League of Nations, men and women of Irish blood will be behind him”.9 De Valera’s awareness of the weakness of small independent states was also apparent in his famous Westminster Gazette interview in February 1920. Conscious of British security needs and the limited sovereignty of small nations, de Valera suggested that the Platt Amendment, which governed Cuba’s relations with the United States, could provide a possible model for Anglo-Irish relations after Ireland became independent10. This provoked a furious reaction from both Devoy and Cohalan who feared that such a move would only strengthen the British Empire. Devoy in the pages of the Gaelic American now openly attacked de Valera claiming that giving such rights to England would be “suicidal” for Irish interests.11

Joseph McGarrity

Broadly, the dispute between Cohalan and de Valera related to who should determine the strategy of the Irish nationalist movement in the United States. Some leading members of the American Clan such as Joseph McGarrity, publisher of The Irish Press in Philadelphia, believed that the direction of the movement should lie in Irish hands. Other followers of Cohalan such as Bishop Michael Gallagher of Detroit questioned de Valera’s right to dictate policy to Americans. According to Gallagher, such a policy would only confirm American nativist prejudice that the Irish followed the instructions of “foreign potentates”.12

Matters came to a head in June 1920 at the Republican National Convention in Chicago where a Cohalan delegation and a de Valera delegation appeared, each urging the U.S. political party to adopt competing policy planks in favor of Irish independence. Cohalan’s resolution was a loose wording in favor of Irish self-determination and had majority support within the Resolutions committee. In contrast, de Valera’s resolution called for recognition of an Irish republic and was rejected by the committee. Following de Valera disavowal of Cohalan’s policy plank, a perplexed committee decided to wash their hands entirely of the Irish question and adopted no resolution in favor of Ireland.13

New Group

In November 1920, Sinn Féin in America broke off relations with the Clan and the FOIF and formed a new organization called the American Association for the Recognition of an Irish Republic (AARIR). It is debatable whether de Valera really believed that he could persuade any American government to recognize an Irish Republic. To do so would lead to a serious rupture in relations between the U.S. and the U.K. In a letter to Michael Collins on his return to Ireland de Valera admitted as much:

Though I was working directly for recognition in America, I kept in mind as our main political objective the securing of America’s influence, in case she was to join the League of Nations, to securing us also a place with the League…. Recognition of the Irish Republic we will only get in case of a [US] war with England tho’ of course we should never cease our demand for it.14

From de Valera’s perspective, to have accepted Cohalan’s resolution at the Republican convention would have made him appear a “puppet” of other forces. De Valera believed that Irish-Americans should follow the dictates of the “Home Organization” and in this regard he had the full support of the IRB in Ireland.15 However, Cohalan and Devoy were not only motivated by loyalty to Ireland but also by loyalty to what they felt were the interests of the United States and Irish America. These interests were not always compatible with de Valera’s goals and the resulting tension and strife came at a time when a united front between Irish America and Ireland was sorely needed.

August 1920 appeals for James Larkin in U.S. prison

Numerous Irish politicians, writers, and other public figures espoused the rights of their homeland during late 19th century and early 20th century visits the United States. They included Charles Stewart Parnell and Michael Davitt in the 1880s; William Butler Yeats in 1903/4, 1911, 1914, and 1920; and Éamon de Valera’s 18-month tour from June 1919 to December 1920.

Leftist labor activist James Larkin is also among this cohort, but his American experience was more troubled than the others. He arrived shortly after the 1913/14 Dublin strikes and became involved with the Socialist Party of America, Industrial Workers of the World, and eventually the Communist Party of America. His association with the latter group in the aftermath of World War I, “with America gripped by major strikes and a ‘red scare’ ” resulted in his November 1919 arrest for “criminal anarchy.”1

Larkin was convicted in April 1920 and sentenced to five to 10 years in prison. He was sent to New York State’s Sing Sing Correctional Facility, a notorious maximum security prison opened nearly 100 years earlier. Advocacy for Larkin’s release and return to Ireland gathered pace by August 1920:

  • The Irish Labor Party and Trade Union Congress meeting in Cork city passed a resolution calling Larkin’s imprisonment a “gross outrage of every principal of justice, a violation of individual liberty, and the right of freedom of opinion and freedom of speech, a brutal and criminal act of class hatred, inspired by ruthless and unscrupulous capitalism, an attack upon the rights of the working class as much in Ireland as in America.”2
  • The Associated Press reported that several of the town and county councils elected in June “have taken up the matter and are busy passing resolutions about it.”3
  • In America, the James Larkin Defense Fund raised money and circulated an appeal on his behalf that was published in friendly U.S. newspapers.4 It said in part:

We feel that he is the victim of as foul a conspiracy as was ever hatched against a member of our race by the hidden hand of the British government. It is your fight as well as ours. Today it is Larkin who lies in jail on a trumped up charge of ‘criminal anarchy.’ Tomorrow it may be de Valera. Irishmen and Irishwomen and lovers of human freedom, your attitude toward Larkin in this critical hour will be the acid test of your professed devotion to the Gael. Larkin today is in a felon’s cell, but remember in the Irish history it was no disgrace to be a felon. Larkin is in jail because he was fighting your battle.

Actor Charles Chaplin and Irish activist Constance Georgine (Countess) Markievicz, who had participated in the 1913 lockout, visited Larkin in prison. It took three years, however, until he was pardoned and deported by newly-elected New York Gov. Al Smith, who later became the first Irish Catholic presidential nominee of a major U.S. political party. Larkin returned to Ireland in April 1923 and renewed his trade union activities.

Larkin also was elected three times to Dáil Éireann. When he died in 1947, Irish newspapers dismissed his U.S. imprisonment as simply “because of his pacifist and labor activities.”5. His burial at Dublin’s Glasnevin Cemetery drew much attention, and he has been immortalized in songs, poems, and a 1979 statue on O’Connell Street.

No disgrace for the former felon.

Ireland & the 1920 U.S. presidential election: Part 2

Less than a month after he failed to win recognition of the Irish Republic at the U.S. Republican Party’s presidential nominating convention in Chicago, Éamon de Valera tried for a better outcome at the Democratic Party gathering in San Francisco. His effort was doomed from the start.

“Even before he’d gotten off the train, the local papers were speculating that his chances of getting the type of resolution he desired were almost nonexistent and that he well might end up with no resolution,” Dave Hannigan wrote. 1

The Democrats were the party of President Woodrow Wilson, who was no friend of the Irish independence movement. Irish American leader Daniel F. Cohalan had opposed Wilson’s 1912 nomination and worked against the post-war League of Nations. The GOP’s rejection of an Irish plank in their platform gave the Democrats additional cover with Irish voters in the 1920 election.

Glass

“We shall have our hands full for some time attending to the affairs of America without going farther afield,” U.S. Sen. Carter Glass of Virginia, chairman of the Democrats’ resolutions committee and Wilson’s former Treasury secretary, said of the prospects for an Irish plank.2 A few days later, the request for “full, formal and official recognition” of the Irish Republic failed 31-17 in the committee, “another resounding defeat for de Valera.”3

Unlike Chicago, however, where the issue died in committee, the full assembly of Democratic state delegates considered a compromise Irish plank on the convention floor. It also was defeated, but The New York Times reported the second Irish plank “was debated at some length, and finally got more than 400 votes. This is considered an impressive showing, and particularly so in a convention so thoroughly determined as this one to support the policies of the [Wilson] administration.”4

The Times noted the Irish effort would have had more success if operated internally by party leaders instead of being “managed chiefly from the outside.” The paper’s analysis said nothing about the opposition.

The 665-402 state delegate vote against recognition reveals the geographic limits of de Valera’s efforts to win American support for Ireland. Backing remained confined to the Northeast and Midwest regions, to states with thick Irish and Irish-American populations, such as Illinois, New York, and Pennsylvania. The Irish plank received unanimous support from the Massachusetts, New Jersey, and Washington, D.C., delegations.

The plank failed, however, to win even one Democratic delegate vote from 16 states, all but one — Delaware — in the American South and West. This accounted for 270 opposition votes, nearly 41 percent of the total. Another 21 states from the same regions, including convention host California, cast the majority of their ballots against the Irish plank, most by high margins.

Campbell

“It is not an American issue at present,” said former Texas Gov. Thomas M. Campbell, whose entire 40-member delegation voted against the measure. “Ireland is premature in her demands, we believe.”5

Many Americans, both Democrats and Republicans, were reluctant to cross war ally Britain on the Irish issue, which they considered an internal matter. Perhaps some remained suspicious of Irish republican connections to Germany. At least a few of the state delegations probably voted en bloc against Irish recognition simply to please their chairman or other party arm-twisters. It was not a wrenching choice.

“For traditional and practical reasons, sympathy for the Irish problem remained strong within the Democratic Party, but not so strong as to tie the party or presidential candidate to any action on the matter,” Bernadette Whelan observed.6

The Irish Press, the Philadelphia weekly with direct ties to de Valera and the separatist Dáil Éireann in Dublin, quoted the Times’ “impressive showing” analysis of the 400 pro-recognition votes. The Press suggested that “even those who voted against the Irish recognition plank are ill at ease since witnessing the mighty demonstration of popular support accorded the Irish president on his arrival here.”7  

De Valera

De Valera believed the Democratic Party had underestimated “the great volume of public sentiment in this country behind the demand for justice in Ireland.” He vowed to create “a more systematic and thorough organization of the friends of the cause in America” and “an intensive campaign of education will be carried into every state and will reach every citizen.”

This was a remarkable statement from a man who had spent the past year traveling across America, holding hundreds of public rallies and private meetings, to promote Irish independence. His efforts generated substantial local and national media coverage, much of it favorable. A massive bond drive to raise U.S. dollars for Ireland had been underway since January. Nevertheless, de Valera and his supporters soon launched a new organization, the American Association for the Recognition of the Irish Republic, in a split from the established Friends of Irish Freedom.

De Valera’s departure from San Francisco also became the first step of his December 1920 return to Ireland. The Democratic convention failure faded into a few bad days in a political career that would span more than 50 years. In his two-volume biography of the Irish leader, totaling more than 800 pages, David McCullaugh reduced the episode to just one sentence.8

The “striking contrast” of Dev’s second ‘Lapland’ boarding

It was not the brothers first return to Ireland, but this time they arrived with 500 other pilgrims from the Archdioceses of Philadelphia, including Cardinal Dennis J. Doherty, the Pennsylvania-born son of County Mayo parents. More than a million people attended the week-long spectacle of processions and devotional ceremonies, which reinforced Irish-Catholic identity for generations.

In addition to the religious activities, the event also focused international attention on the decade-old Irish Free State and its leader, Éamon de Valera, the O’Shea’s friend. It was in this secular context that the brothers witnessed an ironic moment of Irish history, one that spanned 13 years of de Valera’s political career and their own roles in supporting him and their homeland’s independence. The episode was “so striking in its contrast,” one newspaper reported, “that it could form the theme of as fascinating a novel as any writer of romantic fiction could conceive.”1

Patriotic Priests

Edmond O’Shea emigrated in 1907 from Dungarvan, age 21, and was ordained in 1912 in Philadelphia.2 John O’Shea arrived in the City of Brotherly Love in 1915, age 31, after working as a newspaper reporter and member of the Dungarvan council. He was ordained by Cardinal Dougherty in 1919.3

The brothers supported the Irish cause from both sides of the Atlantic. They were among “the patriotic priests who encouraged the good work in Philadelphia” during the February 1919 Irish Race Convention, convened in the city soon after the Sinn Féin election victory in Ireland and establishment of a separatist Dáil Éireann parliament. They marched with de Valera later that year when he visited the city during his U.S. tour to raise money and political support for Ireland.4

“We have found a man we can trust,” Edmond declared in The Irish Press, Philadelphia’s pro-independence weekly with direct ties to de Valera and the Dáil.5 He hailed de Valera’s tour as “received with acclaim from coast to coast,”6 though it also had its share of critics.

Home in Ireland in August 1920, Edmond was attacked by two policemen, “thrown down, throttled,” their revolvers drawn, for flying an Irish tricolor flag at Blarney Castle. “Possibly influenced by the crowd which gathered, the police returned to barracks without me,” he swore in testimony to the American Commission on Conditions in Ireland.7

John spent the first three years of his priesthood at two parishes 100 miles west of Philadelphia’s core Irish community, then second in size only to New York.8 He also spoke against British rule, telling audiences of how soldiers and police dragged innocent Irish from their beds at night and deported them to English prisons without a hearing “for no other reason than that they loved their country.”9 

As events in Ireland settled in the mid-1920s after the founding of the Free State, partition of the island, and civil war, John was transferred back to a Philadelphia parish. Cardinal Dougherty tasked Edmond with founding a new parish and building a church in the city.10 Both brothers regularly returned to Ireland to visit family and friends, including de Valera, who held several political roles through the 1920s and early 1930s.11

Pilgrimage to Ireland

Given such backgrounds, it’s not surprising the O’Shea brothers joined the 500 priests, nuns, and laity from the Archdioceses of Philadelphia at the 31st Eucharistic Congress in Ireland. Cardinal Daugherty announced the trip in October 1931. He told his flock it would be “an occasion for a visit to the place of their birth … [or] a golden opportunity to make a journey to the land of their Fathers. … [It was also an] extraordinary opportunity to profess publicly their devotion to the Blessed Eucharistic, and to refresh their souls by a visit to the land whose soil has been hallowed by the blood of martyrs.”12

Over the next nine months details of the pilgrimage were published in the diocesan Catholic Standard & Times, proclaimed at Sunday masses, and promoted by the Thomas Cook & Sons travel agency. Costs started at $250, about $4,700 today,13 rather dear for the third year of the Great Depression. The tour package included using the luxury steamship chartered for the transatlantic journey as the pilgrims’ floating hotel accommodations in Dublin. That ship was the Red Star Line’s S.S. Lapland

In June 1919, de Valera stowed away aboard the Lapland in Liverpool as he avoided British authorities for his secret mission to America. As I’ve detailed in an earlier post, plenty of other Irish passengers boarded the ship as paying emigrants or tourists, according to the manifest. Built in 1908 in Belfast, the Lapland was a troop transport in the war years immediately prior to de Valera’s crossing. The ship got a makeover in early 1931, as described by the Catholic Standard & Times:

Everything necessary was done to make her physically a most modern cabin liner. Every convenience known to ocean transportation … is available to her passengers. Thus, the Lapland has a delightful newness about her, yet she has retained her former personality that made her so popular with thousands of travelers.14

Philadelphia’s diocesan newspaper promoted the pilgrimage to the 1932 Eucharistic Congress in Dublin. The April 29 issue featured a photo of the Lapland and two stories (“Excellent Accommodations,” left, and “Dublin Beauty,” left center) on the front page.

President Comes Aboard

In Ireland, Edmond O’Shea accompanied de Valera and his two sons on a captain’s launch from the Dublin dockside to the anchored Lapland.15 The Irish Press described the Philadelphia priest as “an old friend of his and a staunch supporter of the Irish cause.” Edmond was a director of The Irish Press Corporation in America, which supported the paper de Valera founded nine months earlier.16

De Valera’s shipboard visit returned the courtesy call Cardinal Dougherty had paid to his government offices a few days prior. The Press revealed:

During his conversation with [Cardinal Dougherty], Mr. de Valera related a dramatic story concerning the last time on which he had been on board the Lapland. It was in 1918 [sic, 1919] in the height of the war with England, that he had been stowed away on board and brought to New York for an important mission there. He had been sheltered in the lamp room and was very sea sick for the entire voyage.  

Details of de Valera’s 1919 crossing were closely guarded at the time and caused wild speculation: “Did he fly?” “Come on a sub?” That doesn’t mean the particulars remained unknown to Irish insiders. By 1931, Cardinal Dougherty almost seemed to wink when he wrote the Lapland was “especially engaged” for the pilgrimage.17 He and de Valera, and their senior aides, communicated during the 1919-1920 U.S. tour and remained in contact up to and after the 1932 event.18

The Press reported the pilgrims who lined the Lapland‘s deck rails gave de Valera “a remarkable ovation” … [and he] shook hands with several hundreds of the American visitors on board.” Any triumphalism for de Valera during the one-hour visit was likely moderated by the death of his County Limerick-born mother less than two week earlier in Rochester, New York. She had planned to attend the Eucharistic Congress.19

Several Irish newspapers reported de Valera’s second boarding of the Lapland, and some repeated the Independent‘s description of a “striking contrast” and “fascinating novel.” The president asked to visit the lamp room where he had hidden 13 years earlier. The captain “gladly acceded to his request.”

American secular papers ignored the story.20 The Catholic Standard & Times noted Edmond’s role in bringing de Valera aboard the Lapland, but not the Irish leader’s past association with the ship. John surly recounted the visit weeks later when he gave a presentation about the Eucharistic Congress to his home parish. The evening featured his “seven moving picture reels” of highlights and photos of the Irish leader.21

It’s worth remembering that de Valera was opposition leader, not president, in the fall of 1931 when the Archdiocese of Philadelphia made its Lapland arrangements. It’s unlikely the ship was chartered intentionally. It seems just as unlikely that Cardinal Dougherty and the O’Shea brothers were hearing about Dev’s 1919 crossing for the first time in 1932, as suggested in the press accounts. The reveal appears designed to generate those accounts, especially since the same papers also described the visit as “purely private.” De Valera and his supporters recognized the opportunity presented by the coincidence and leveraged it to bolster his reputation.22

If there was a conspiracy or inside joke among the priests and the politicians, they likely carried it to their graves. When Edmond O’Shea died in 1949, The Irish Press noted his close friendship with de Valera and said his “last letters home spoke of his deep longing for the re-unification of the country.”23 John O’Shea died in 1956, five years after Cardinal Dougherty. De Valera remained in government until 1973, after a political career of more than 50 years. He died two years later. 

As for the Lapland, its 1931 makeover was short-lived. The ship was sold to Japan for scrap a year after the Eucharistic Congress and the second boarding of the former stowaway.24

The other Irish aboard the ‘Lapland’ with de Valera

Stowaway Éamon de Valera was the most famous passenger aboard the S.S. Lapland’s early June 1919 voyage to America. He was smuggled aboard in Liverpool, suffered seasickness crossing the Atlantic, then secreted down the gangway at New York. It was the start of his 18-month tour of America through December 2020. See my American reporting of Irish independence series for stories about his travels and other developments in 1919 and 1920.

At least three dozen fare-paying Irish, detailed below, also sailed aboard the Lapland.1 They were among the rebuilding wave of emigrants to leave Ireland during the War of Independence and Civil War.

In 1918, the final year of the Great War, fewer than 400 people emigrated from Ireland. That was less than one one-hundredth of the previous 10-year high of 51,000 in 1910.2 The 1915 sinking of the passenger liner Lusitania and similar attacks at sea, and other factors related to the war, caused the reduced flow.

In 1919, however, Irish emigration surged tenfold to more than 4,300, with slightly more than half bound for America. It increased to 30,500 in 1920, as slightly more than three quarters sailed to U.S. ports. During the five-year War of Independence and Civil War period, 1919-1923, a total 115,477 people left Ireland (an average of 23,000 per year), with 73 percent (84,051) destined for America.3

As for the Lapland, it was built at the Harland and Wolff shipyards in Belfast, and launched in 1908. In April 1912, the Titanic’s surviving crew returned to England aboard the ship. It was requisitioned during the war as a troop transport; then returned to commercial service between Liverpool and New York within weeks of the armistice being signed in November 1918.

Author Dave Hannigan set the scene as the Lapland made its way through the Narrows and up the Hudson River. As de Valera remained hidden below decks waiting for the cover of darkness:

… hundreds of passengers percolated to the top deck to catch a better glimpse of the Statue of Liberty, coming into view on the port side of the boat. … Manhattan lay off to their right, already steaming in the early morning of June 11, 1919, a shimmering monument to the progress in the still-young century. … From the soldiers returning from Europe to resume live interrupted, to the immigrants dreaming of their new lives, the reactions were similar as the skyline took their breath away. Awe. Excitement. Joy. Relief. Their destination was at hand.4

Below are the names of the Lapland‘s Irish passengers who arrived in New York on June 11, 1919. Most were from locations in today’s Northern Ireland, or northwest portions of the Republic. Several had visited America before the war, just as de Valera was returning to the country of his birth.

I’ve included the last place of residence, age, marital status, who going to see and where, and the length of stay, according to the manifest. Some planned to return within weeks or months; “always” and “permanent” were each used for those who intended to stay. There were probably additional Irish passengers aboard the ship among those listed with “British ethnicity” but no recorded place of residency.

I hope genealogists or relations of these passengers will be inspired to search for more details. Please contact me with any new information, which I’ll be happy to report in a future post.

Ireland & the 1920 U.S. presidential election: Part 1

“The Irish republic leaders were so surprised, or angry, or both, that they refused to talk last night.”1

By early June 1920, Éamon de Valera had spent nearly a year traveling across America to raise money and political support for the fledgling Irish republic. The Sinn Féin leader had escaped from a British prison and crossed the Atlantic as a stowaway aboard the steamship Lapland. Left untouched by U.S. officials, he was mostly cheered by the Irish diaspora, first-generation Irish Americans, and other anti-British or pro-freedom supporters. Thousands donated to the bond drive he helped launch in January 1920 to fund Dáil Éireann, the separatist parliament in Dublin.

There were problems, too. Congressman William E. Mason, an Illinois Republican, failed to gain traction for a bill to provide U.S. government recognition of the Dáil. Worse, divisions widened between de Valera and his supporters, and the Friends of Irish Freedom, the U.S.-based activists who believed they should steer Ireland’s bid for American political support.

Now, both sides headed to the U.S. Republican Party’s presidential nominating convention, held June 8 to 12 in Chicago. Their goal was to fasten a plank of support for Ireland in the party’s official political platform. For de Valera, the effort began with a torchlight procession down Michigan Avenue, which concluded with a rousing speech to 5,000 inside the Chicago Auditorium, and the large crowd outside.2

“I cannot believe the committee framing the platform for the Republican Party will be content unless they include such a plank,” he said. “I know all of Chicago wants this–I know the entire country wants this–I have been all over the country and I know. The Republicans must promise to recognize the Irish republic.”

His public confidence was misplaced. Despite efforts behind the scenes to broker a compromise between the Irish factions, both sides submitted plank proposals. De Valera asked the Republicans to call on the U.S. government to provide the Irish republic with “full, formal and official recognition.” New York State Justice Daniel F. Cohalan, a Friends of Irish Freedom leader, asked the G.O.P. to “recognize the principle that the people of Ireland have the right to determine freely, without dictation from outside, their own governmental institutions.”

A convention subcommittee rejected de Valera’s measure by 12-1. It passed Cohalan’s proposal 7-6, but a committee member later changed his vote, reportedly after hearing de Valera’s public grumbling. The Republican Party “gladly dropped” any reference to Ireland from its platform, David McCullagh has written.3 Consternation prevailed on both sides of the Irish split.

Whether the plank failed “because of dissension among its proponents or because of some consideration on the part of the committee of American interests we do not know,” the Chicago Tribune editorialized.4 “It got far enough to give Americans serious occasion for meditation on the subject of the Irish cause as a factor in our most important foreign relations.”

Less then two years after the armistice ending the Great War, however, the editorial concluded:

[We must not] produce a condition from which war [with ally Britain] is likely, if not certain … Sympathy for those [Irish] we think victims of injustice is a worthy emotion, but it is our duty to consider the welfare of our own people. …  In this case the American people would not make the sacrifice, and in our opinion ought not to make it, whether from the viewpoint of national expediency, or on the perhaps higher ground of world welfare. Irish independence is not worth the embroilment of America and Great Britain. The quicker we realize that the better for all concerned, not excepting the Irish people themselves.

Opposing Viewpoints

Each side of the Irish split offered it own post-convention analysis of the failure in Chicago. The Washington, D.C.-based News Letter of the Friends of Irish Freedom never mentioned de Valera by name as it scolded the “brass band dictatorial and unwarranted methods” of putting forward a plank “that never had even a remote chance of adoption.”5 The Friends, founded shortly before the 1916 Easter Rising to “encourage and assist any movement that will tend to bring about the national independence of Ireland,” by 1920 numbered 100,000 regular members, with an additional 175,000 associate members, and claimed to represent 20 million “Americans of Irish blood.”6

The News Letter continued:

American activities on behalf of Ireland must be directed by American brains … The Americans who founded the Friends of Irish Freedom and gave it life and a powerful voice in American affairs are first, last and always, Americans. American leadership only will they follow in shaping American activities in behalf of the people of Ireland.

The Irish Press, a Philadelphia weekly with direct ties to de Valera and the Dáil, exaggerated the size of his Michigan Avenue procession by a factor of at least 10: “100,000 Hail De Valera in Chicago,” proclaimed the June 19 front page headline. Unsurprisingly, its coverage downplayed the failure to pass the plank. “Though the immediate objective of President De Valera was not obtained, the way has been cleared and attention forcibly focused upon the clear issue of the recognition of the Irish Republic.”

In two editorials, the paper blamed Cohalan and the “Irish Americans” for the plank failure, and dismissed suggestions that de Valera made trouble for himself and the Irish republican cause in Chicago by meddling in American politics:

“He did not go there to sell Irish votes or speak for the Irish race in America,” the paper said. “[He] made no attempt at any time to interfere in purely American concerns, nor did he at any time attempt to interfere in American votes. His aim was and is to win the friendship of all the American people irrespective of their political affiliation.”7

At the end of June 1920, de Valera traveled west to San Francisco, where he attempted to insert a similar Irish plank into the Democratic Party platform. That will be the subject of Part 2 in early July.8

Mary Galvin’s year of protest for Ireland, 1920

By spring 1920, Philadelphia’s Mary J. Galvin wanted to fight for Irish freedom. While many details of her decision are unknowable, a few of its roots are certain:

  • The 24-year-old telephone company stenographer was the daughter of post-Famine immigrants in a city of 65,000 native Irish, second only to New York.1
  • The Irish Press, a Philly-based weekly with direct ties to Dublin separatists, had publicized independence since it launched in March 1918. Galvin’s name would soon appear on its pages.
  • Eamon de Valera, one of the separatist leaders, had toured America since June 1919 to raise political and financial support for the war in Ireland, including stops in the City of Brotherly Love. Galvin’s family contributed $25 to the Irish bond drive in February 1920, more than double the usual $10 donation.2

Two months later, Galvin boarded a train for the 150-mile ride south to Washington, D.C., where she marched to the front lines of the transatlantic debate over “the Irish question.” She joined several dozen picket-carrying women outside the British Embassy to protest the Empire’s rule in Ireland.

Galvin and nine other women were arrested and charged under an obscure federal statute with a technical assault on the British government, an offense punishable by a fine and up to three years in prison.3 Most of the women accepted quick release on bond. Galvin, reported to have “recently experienced a long illness,” and Maura Quinn of Boston, spent the night in a D.C. jail.4

The pair were freed the next morning through a ruse. Mrs. James Walsh told them to get ready for court, then informed them of their release once outside the jail.

“We were told to go, and as Mrs. Walsh is our captain we had to obey, though we were perfectly willing to remain in jail,” Galvin said.5

Irish separatists in America had organized several days of embassy protests to draw attention to their cause. Some of the pickets were paid, others selected for their appealing looks to attract more press coverage. It is unclear how Galvin came to join the half dozen women from Philadelphia who arrived in Washington for the protests.

The arrests surprised the organizers, who quickly discontinued the media stunt. A split developed between the Irish separatists and more militant American women who extended the picketing through the summer as their own enterprise.6

All factions, whatever the cause, are composed of individuals who must decide whether to continue their participation, or move on. Galvin, back in Philadelphia, soon found other ways to continue her fight for Ireland.

Irish immigrants and Irish-American activists took offense to the silent movie “Kathleen Mavourneen” since its fall 1919 release. The film included scenes of pigs and chickens kept inside the cottages of Irish peasants, which to the activists was nothing less than British propaganda. In February 1920, young men smashed the movie projector and caused other damage at a San Francisco theater showing the film.7

In May 1920, Galvin, acting as president of the American Economic Society for Irish Freedom, took her complaints about the film to two Philadelphia theater managers. “Convinced by the lady’s argument,” The Irish Press reported, both managers canceled further screenings.8

Another “active and zealous friend of Ireland,” John Ryan, was arrested for protesting outside a third Philly theater. A magistrate ridiculed him as “the kind of Irishman who is a detriment to the Irish cause.”

Galvin’s group quickly issued a statement:

“We, Philadelphians, banded together to resist the baneful inroads of British propaganda on our people admire the action of John Ryan in opposing singlehanded the showing of the insidious libel ‘Kathleen Mavourneen.’ … We consider [him] a detriment to no cause, Irish or American, but rather we consider a dispenser of justice, who passes a hasty judgement on one sided evidence a detriment to American prestige, and we Americans will be proud to be represented at the hearing as coworkers with John Ryan, who will stand Friday where Pearse stood in his day–a scapegoat in the dock for Irish independence.” 

The Philadelphia dailies appear to have ignored the crusade against the film and Ryan’s day in court. The big papers did not miss several of Galvin’s other protests.

On May 19, Galvin “escorted” British Ambassador Sir Auckland Geddes to his appearance at the Franklin Institute, the Public Ledger wisecracked under a photo that showed her holding a picket sign.9 Geddes was in Philadelphia to receive a medal on behalf of Charles A. Parsons, inventor of the steam turbine.

A week later, Galvin and Theresa Pont of Philadelphia were arrested in front of the city’s Metropolitan Opera House as the United British Societies celebrated an “Empire Day” event. De Valera had been welcomed to the same venue eight months earlier.

The pair, surrounded by 15 police officers, refused two orders to move along. “Miss Galvin … started to orate and berate the acting [police] lieutenant because of what she termed his ‘lack of justice,’ ” the Inquirer reported.10

“I am an American, born in this country, and if this is justice, I can’t see it,” Galvin “shouted,” according to the paper, which also noted her April arrest at the British Embassy in Washington. 

A crowd “immediately started to sympathize with the prisoners.” The two protesters were hustled away and charged with breach of the peace. Police “compelled the pedestrians to amble along.” 

The two protesters spent a short time at the station house before being released. A magistrate discharged the case the next day.11

In August, Galvin joined other “militant women pickets for the cause of Irish freedom [who] forced their way” into a West Philadelphia suffrage demonstration and “stirred up a lively rumpus” days after the passage of the 19th Amendment. “Their flaming signs urging American women to intercede for Ireland aroused the anger of the local suffrage leaders.”12

By now, Galvin was notorious. The story noted she “has twice been arrested for picketing.”

With federal charges still pending against Galvin and the nine other British Embassy protesters, one of the West Philly demonstrators held a sign that asked: “Shall American women allow ten pickets to be imprisoned by American law for protesting against the slaughter of Irish by English gunmen.”

As 1920 drew to a close, the war in Ireland grew uglier. In October, Cork city Mayor Terence James MacSwiney died on hunger strike. In December, British troops torched the city.

Galvin’s reaction to these and other events is only partial clear. As secretary of a relief committee effort, she gathered food supplies and other assistance for Ireland. She distributed “credential cards and collection blanks” for financial assistance, the checks payable to one of the city’s Catholic priests.13

Two days before Christmas, the steamship Honolulu sailed from New York City laden with more than 100 tons of relief supplies. “A large portion of the shipment is flour and other foods, and includes quantities of clothing for men, women and children,” the Inquirer reported.14

In the new year, Galvin disappeared from the pages of the Irish Press and the Philadelphia dailies. She was mentioned in a Washington Post story that the U.S. government finally dropped its April 1920 charges against the 10 embassy pickets. The women no longer faced three years behind bars.15

It’s impossible to know what Galvin thought of the July 1921 ceasefire in Ireland, the December 1921 treaty with Britain and partition of the island, or the civil war that followed. A decade after her year of protest, she remained single, lived with her widowed mother, and still worked at the telephone company.16

In 1920, however, Mary Galvin shook her clenched fist at the British Empire. She extended her open hand to the Irish people. More than 60 years before Irish hunger striker Bobby Sands uttered his famous quote, she had found her “own particular part to play,” neither “too great or too small.”
