‘The Republic of Ireland is dead; long live … ‘

“The Republic of Ireland is dead; long live the Irish Free State,” declared Chicago Tribune correspondent John Steele in the opening sentence of his story about Dáil Éireann‘s narrow and bitter vote to ratify the Anglo-Irish Treaty.[1]”Ireland Votes Peace, De Valera Loses, 64 To 57, In Long Battle” Chicago Tribune, Jan. 8, 1922, and syndicated to other U.S. papers. The Irish-American journalist also promoted his role in reaching the Jan. 7, 1922, vote and later claimed that pro-treaty leader Arthur Griffith described the outcome as “better to be an equal partner in a big concern than to keep a little sweet shop in a back street.”[2]”Tribune Writer Go-Between In 1920 Pact Talks”, Chicago Tribune, April 17, 1949.

Steele’s news lead echoed the treaty debate speech of Dáil member Patrick McCartan three weeks earlier. He uttered the “is dead” formulation seven times within a few minutes:

The Republic of which President (Éamon) de Valera was president is dead. … I submit it is dead, and that the men who signed the (treaty) document opposite Englishmen wrote its epitaph in London. It is dead naturally because it depended on the unity of the Irish people … the Cabinet … (and) this Dáil. … Internationally the Republic is dead. We were looking for recognition of the republic in foreign countries. Michael Collins said we were not recognized in the United States. That is true. … You cannot go to the secretary of state of any foreign government and ask him to recognize the Republic of Ireland, because I submit it is dead …  as a political factor the Republic is dead. … We were an inspiration to the patriots of India and the patriots of Egypt. Today we give heart to the compromisers in India and Egypt as well as the compromisers in Ireland. I say, therefore, the Republic of Ireland is dead.[3]Dáil Éireann debate, Dec. 20, 1921, Vol. T No. 7.

As a separatist promoting the Irish cause in America, McCartan edited The Irish Press in Philadelphia from its first issue in March 1918 through September 1920. The pro-de Valera weekly battled John Devoy’s New York City-based Gaelic American over control of American grassroots financial support for the Dáil and the U.S. government’s Ireland policies. Four days after McCartan’s debate speech in Dublin, and without naming its former editor, the Irish Press editorialized that the Irish Republic “is neither dead nor dying.” The paper continued:

The spirit that created it, like itself, is immortal. The temporary subversion of its name, or of its ideals, resembles a swiftly moving cloud that for an instant dims the penetrating waves of the sun or the light of the moon. Let no one say the Republic of Ireland is dead. It lives and will live on, in glory and splendor, when its enemies are dead and forgotten. … The Republic of Ireland is in God’s keeping.[4]Words That Saved Ireland After 1916“, The Irish Press (Philadelphia), Dec. 24, 1921.

Whether plagiarism or paraphrase of the popular proclamation, Steele’s January 1922 ratification story did not identify McCartan’s words or his vote for the treaty. The reporter had quoted McCartan in late December 1921 coverage of the debates. Steele described the sessions as “a battle between the living and the dead.” He continued:

The dead were represented by old men and widows and the living by young men who have fought in the battle for Ireland’s independence and survived. The living are all in favor of ratification and the dead against it. So far I have seen nothing to induce me to change my opinion that the living will win.[5]”Dead Arrayed Against Living On Irish Treaty”, Chicago Tribune, Dec. 21, 1921.

The epanalepsis, “The king is dead, long live the king,” is said to have originated from the French, Le roi est mort, vive le roi!, upon the accession of Charles VII after the death of his father Charles VI in 1422.[6]From Wikipedia entry last updated Nov. 17, 2021. A king was never proposed for the Irish republic; the Irish Free State was a constitutional monarchy.

“Long live the Irish Free State, and three cheers for a speedy establishment of an independent Irish Republic,” a New York City union organ declared shortly after the Dec. 6, 1921, treaty announcement.[7]”The Irish Free State”, The Headgear Worker, Dec. 9, 1921, Vol. 6, No. 23. The Baltimore Sun repeated “Long live the Irish Republic” in an editorial that applauded the Dáil vote. The daily also noted that the Irish faced the challenge of disproving enemies and detractors who charged, prophetically: “The minute they stop fighting outsiders they will begin fighting among themselves.”[8]”A Right Decision”, The Baltimore Sun, Jan. 8, 1922.

Promoting Steele

For the Chicago Tribune and other papers that subscribed to its foreign news service, the treaty ratification was another opportunity to promote Steele’s role in brokering 1920 secret talks between Sinn Féin leaders and British government officials. The Tribune boasted: “Mr. Steele in his dispatches always insisted that actual peace was coming. … his accomplishments in aiding the contracting parties to common ground ranks high in the newspaper’s achievement.[9]”Tribune Man Aided in Finding Way To Anglo-Irish Peace”, Chicago Tribune, Jan. 8, 1922. In a chapter of an unfinished memoir published in 1949, Steele quoted Griffith, who died in August 1922, as saying:

You always replied to my demands for a separate republic that we would never get it but that we could and would get dominion status within the British empire. Every other correspondent from abroad whom I talked to pretended to sympathize with me and assure me we would win full freedom and separation. I knew that contact had to be made with the British thru a neutral, and that the most available neutral would be a newspaper correspondent of international standing who was on good terms with both sides. You were obviously the man I wanted.

The Belfast-born Steele emigrated to America in 1887, age 17. According to information Steele provided for biographical publication, he was “educated privately and in newspaper offices.” He joined the New York Herald staff in 1890, followed by turns as a reporter and editor at three other papers in the city. He became managing editor of a London-based syndicate during World War I, then took charge of the Chicago Tribune‘s London bureau in 1919, where he remained until 1935.[11]”John S. Steele wasn’t the only American correspondent in Ireland to mix public journalism and private diplomacy. Carl Ackerman of the Philadelphia Public Ledger also shuttled messages and documents between the two sides. Other journalists stepped beyond their newspaper roles. Ruth Russell of the Chicago Daily News and Kilkenny native Francis Hackett of the New York World gave pro-Ireland testimony to the American Commission on Conditions in Ireland. Author Samuel Duff McCoy parlayed his work with the American Committee for Relief in Ireland into a 1922 newspaper series.

Newspaper journalism was highly competitive in the 1920s, with exaggerations and claims of “scoops” a regular part of the business, just like on today’s faster-moving digital platforms. Historians have suggested that Steele and Moylett amplified their roles; that Michael Collins and other Irish republicans described the backchannel arrangement as a “fiasco” and viewed Steele as being out for a story and a tool of Lloyd George; and that Griffith was concerned about the appearance of settling for less than a republic, while the January 1922 post-ratification quote Steele attributed to him (second sentence of this post) cannot be independently verified.[12]See: “Unsettled Island: Irish Nationalism, Unionism, and British Imperialism in the Shaping of Irish Independence, 1909-1922”. In the memoir chapter published two years after his death, Steele recalled:

To every reporter at some time of his career there comes the high spot. … My high spot was … the opportunity and great good fortune to play a part in the settlement of the age old quarrel between Ireland and England which led to the establishment of the Irish Free State. … I never lost affection for the land of my birth. Moreover, wherever the English language is spoken, Ireland is news and Ireland’s struggle for freedom was big news.

This Aug. 3, 1922, advertisement in the Washington Herald promoted Steele’s work in Ireland. Steele’s Ireland work also appeared in the (Memphis, Tenn.) Commercial Appeal, Sioux City (Iowa) Journal, Vancouver (British Columbia, Canada) Sun, and other papers. (Apologies for the poor quality of the photos in digital scan.)

After ratification

Three years after the treaty ratification, in June 1925, de Valera addressed the Wolfe Tone commemoration at the Irish patriot’s grave in Bodenstown, County Kildare, a regular rally for Irish republicans. De Valera said:

By your presence you proclaim your undiminished attachment to the ideals of Tone, and your unaltered devotion to the cause for which he gave his life. It is your answer to those who would have it believed that the Republic of Ireland is dead and its cause abandoned.[13]Irish Taoiseach Bertie Ahern quoting de Valera at Oct. 16, 2005, Tone commemoration, via CAIN Web Service, Ulster University.

Less than a year later De Valera established the Fianna Fáil party, which abandoned Sinn Féin abstentionism and in 1932 won elected power in the Dáil. Republican aspirations were finally realized on April 18, 1949, with the full establishment of the 26-county representative state. That day, the Chicago Tribune published the “never been told full story” of Steel’s memoir, including the quotes attributed to Griffith, by then 27 years dead.

In his 1952 Bureau of Military History statement, Moylett said that he had promised Steele exclusive U.S. rights to his own experience in revolutionary Ireland. “But, as I have been disillusioned over the way things have been conducted in this country during and since 1922, I have no wish to publish it.”

Nevertheless, the Irish Free State was dead. Long live the Republic of Ireland.

Irish-American press reactions to Anglo-Irish Treaty

Mainstream U.S. newspaper support for the Anglo-Irish Treaty remained generally consistent from the accord’s Dec. 6, 1921, announcement through its Jan. 7, 1922, ratification by Dáil Éireann in Dublin. Irish-American press reactions were more volatile over the same month, especially the flip-flops of the Gaelic American and the Irish Press.

Against, then for the treaty.

The Dec. 10 issue of the New York City-based Gaelic American contained only early wire service accounts about the agreement and no editorial statements. A week later, the paper published the full text of the treaty and offered a sampling of opinions for and against the deal. The weekly displayed its opinion in the headline “Irish-American Views on the Surrender” and description of “the misnamed Irish Free State.”[1]Irish-American Views on the Surrender“, The Gaelic American, Dec. 17, 1921.

John Devoy

Editor John Devoy based his paper’s editorial stance on the assumption that Irish leader Éamon de Valera supported the treaty. Their relationship had ruptured near the end of de Valera’s 1919-1920 American tour over the best way to leverage U.S. political muscle and grassroots fundraising to support Ireland. Davis notes, “… when it was clear de Valera in fact opposed the treaty … (the Devoy-affiliated Friends of Irish Freedom) began to change its tune. Joseph McGarrity

In Philadelphia, the Irish Press criticized “fair weather friends” and “eleventh hour admirers” who had failed to support Ireland earlier in the war. The weekly ignored the divisions within republican ranks, which Publisher Joseph McGarrity helped widened through his paper’s support for de Valera. In the opinion roundup mentioned above, the Gaelic American said McGarrity “of course comes out in favor of the compromise. It was to make compromise certain that he helped to make the split.”

The first post-treaty editorial in the Irish Press said: “Regardless of the exact form that Irish Independence may finally assume, it can be accepted as an unquestioned fact that the battle is won, and that Irish energy can soon be diverted to other channels than those of war.”[3]The Ireland To Come“, The Irish Press, Dec. 10, 1921. A week later, the editorial page said, “The fact that President de Valera has refused his approval of the treaty … must be taken as sufficient evidence that the minimum demands of Ireland have not been secured. … (If he and others) feel that Ireland’s nationhood is in the slightest danger of being sacrificed they have a perfect right to give expression to their feelings before the final word is said.”[4]Peace Or A Sword–Which?“, The Irish Press, Dec. 17, 1921.

For, then against the treaty.

The Irish World of New York “rejected the treaty from the first; the paper bitterly denounced it, calling it the treaty of surrender,” Carroll has noted.[5]Carroll, Francis M., America and the Making of an Independent Ireland, New York University Press, New York, 2021, p. 147. Even after the Dáil‘s January ratification, the paper remained the organ “for the republican position in the United States and started a slanderous campaign against the supporters of the treaty and the Irish Free State.”[6]The Irish World archive is not available online.

Seven hundred miles southwest of these East Coast hotspots of Irish activism, the Kentucky Irish American reflected a simpler, perhaps naïve, rank-and-file view of the treaty. It’s first editorial reflected general relief:

Throughout the world there is rejoicing that a treaty has been signed by the Sinn Fein and the British cabinet which grants freedom to Ireland and raises her to the status of a Free State. … For over seven hundred years the Irish nation has struggled and waited for this day, which will bring peace and happiness to Ireland and England. For both this will bring a happy Christmas, and in their prayers of thanksgiving to the God of peace none will be more earnest or fervent than the sons and daughters and friends of Ireland in Louisville and Kentucky. For all it means a new and better era.[7]Freedom For Ireland“, Kentucky (Louisville) Irish American, Dec. 10, 1921.

William M. Higgins

William M. Higgins, the paper’s publisher and a member of the delegation that welcomed de Valera to Louisville in October 1919, was among the state and local officials who signed a cable of support to Collins, Arthur Griffith, and other members of the Dáil. Other supporters included Kentucky Gov. Edwin P. Morrow and Louisville Mayor Huston Quin, both Republicans.[8]”Ireland”, Kentucky (Louisville) Irish American, Dec. 17, 1921.

In a following editorial, the Irish American editorial page said:

…however much [the treaty] may fall short of what we would wish, we must still concede that the victory won has been a great victory, particularly when we consider the tremendous odds against which the Irish have had to contend. … It is those who have borne the heat and burden of the day of strife–those who risked all and dared all for their country–who only have the right to say what terms of peace will be acceptable. … We on this side of the Atlantic, who have experienced none of the savage warfare which England waged on Ireland, have no right to disprove of those terms, however much we may dislike them.[9]Victory For Ireland“, Kentucky (Louisville) Irish American, Dec. 17, 1921.

“The sons and daughters and friends of Ireland in Louisville and Kentucky” generally supported the treaty.

Other Irish papers in circulation at the time but not available for immediate review include the Irish News and Chicago Citizen, Illinois; National Hibernian (monthly), Indianapolis, Ind.; and the Sinn Feiner in New York. Irish papers that ceased publishing since the 1919 start of the war included: the Leader (Irish Catholic), San Francisco, Calif.; Irish Voice, Chicago, Ill.; Irish Standard, Minneapolis, Minn.; Irish Vindicator, Cleveland, Ohio; and Irish Pennsylvanian, Pittsburgh, Pa.[10]Based on 1919 and 1922 editions of the N. When K. O’Shea’s death recalled C.S. Parnell’s life

(This is the first of two consecutive posts about Charles Stewart Parnell. Next, a guest post from a new Irish Academic Press collection. MH)

The deaths of former newsmakers, often years after they’ve faded from public attention, usually prompt reflections of their time in the spotlight and sometimes help contextualize contemporary issues. That’s what happened with the Feb. 5, 1921, passing of the former Katherine Wood, who first became Mrs. William O’Shea, then Mrs. Charles Stewart Parnell. She died a week after reaching age 76, having outlived her famous second husband by 30 years, her first by 16 years.

Mrs. O’Shea/Parnell

The adultery between Mrs. O’Shea and Parnell was exposed by the first husband’s 1889 divorce filing. The scandal isolated Parnell as leader of the Irish Parliamentary Party and stopped momentum toward Irish domestic autonomy, called home rule, which he had been building for years. The Irish party split over whether or not to support Parnell. Other home rule allies, including liberal British politicians and the Catholic Church hierarchy, quickly distanced themselves from the effort.

Mrs. Parnell’s death evoked “deplorably sad” memories for contemporaries of the “Parnell movement”, but little more than “passing attention from the younger generation of Irishmen,” the Freeman’s Journal wrote in February 1921.[1]“Death of Mrs. Parnell”, Freeman’s Journal, Feb. 7, 1921. The paper continued:

No more tragic episode is contained in the annals of human history than the dramatic fall of Ireland’s chief. He–as the uncrowned king–was leading his people triumphantly in demolishing the trenches of feudalism and ascendancy and heading straight for the goal of national freedom, when the lamentable intrigue with the lady whose death is just announced dashed the hopes of the Irish nation to the ground.

The Irish Independent cattily noted that “Mrs. Parnell was not Irish … she was of purely English descent, and her supposed Irish qualities had no more foundation than might be derived from her first marriage”[2]“Death of Mrs. Parnell, Widow of Irish Leader”, Irish Independent, Feb. 7, 1921., in 1867, to O’Shea, a Dublin-born captain in the British Army. Parnell was born in County Wicklow to an Anglo-Irish father and American mother. Both men were parliamentary colleagues during most of the 1880s.

Great split

Mr. Parnell

The divorce episode “led to the ruin of the Irish leader and to a great split in the Irish movement which completely demoralized it and dislocated Irish politics for many years,” wrote John Devoy, editor of The Gaelic American and a veteran of the Irish struggle from before the Parnell period. In a February 1921 analysis,[3]The Tragic End of Charles Stewart Parnell“, The Gaelic American, Feb. 19, 1921. Devoy insisted there were “lessons for the present generation.”

He continued:

The really essential factor in the Irish Question is a United Irish Race. That was true in Parnell’s day and it is true now. A United Irish Race is treated with contempt and the English are encouraged to start secret intrigues and public propaganda to widen the breach. That was what occurred in the Parnell Split, and the same thing is going on today. And [Prime Minister] Lloyd George is doing it very skillfully. Knowing the Irish are divided, he is maneuvering to placate groups and sections, so as to detach them from the “extremists,” who really represented the whole Race a few months ago and represent its real spirit today. Had the unity of six months ago remained, he would be faced by the strength, resources and combined ability of the Race throughout the world and his pettifogging tactics would now be useless. Now the most important part of his propaganda–that aimed at the destruction of the Irish leaders in America–is carried on by Irishmen and the cost is defrayed by money collected for the Irish Republic.

The last phrase appears aimed at supporters of Sinn Féin leader Éamon de Valera, who returned to Ireland in December 1920 after an 18-month tour of America seeking U.S. political recognition and money for Irish independence. The establishment, Devoy-allied Friends of Irish Freedom (FOIF) and de Valera argued over the best way to win backing for Ireland from U.S. political parties at the summer 1920 presidential nominating conventions. Their feuding backfired, with no pledge from either the Republicans or Democrats. Before he sailed home, de Valera and his loyalists also split from FOIF and created the American Association for the Recognition of the Irish Republic (AARIR) to control money and the Irish narrative in America. 

Devoy went on:

When Irishmen want a split–and the fit takes them periodically–any old reason is good enough for a pretext. In Parnell’s time the pretext was zeal for morality, but the real reason was that the English wanted to get rid of the only Irishman who was capable of beating them … so they would have an easier job in dealing with lesser men … Today the pretext is zeal for the Irish Republic, and the method is to get rid of the real Republicans in America and put the movement in the hands of men who don’t care a thraneen for the Irish Republic–or the American Republic.

‘Moral delinquencies’

Devoy rehashed 30-year-old speculation of whether Mrs. O’Shea seduced Parnell of her own volition, or was “set on him” by the English. Either way, the Irish movement was ruined. The couple married in June 1891, but Parnell died that October, age 45. 

The widow became notorious as Kitty O’Shea, the forename variation also a slang term for a prostitute. She published a tell-all memoir in 1914 “in which she exposed to the vulgar world all the secrets, weaknesses and idiosyncrasies of the great statesman she attracted, excluded those elements of sympathy that naturally go forth to a woman who, herself, was the victim of her own passion and thereby suffered heavily for her moral delinquencies,” the Freeman’s Journal noted.

The New York Herald reported the book “caused a brief sensation until the outbreak of the war eclipsed it in public attention.”[4]“Widow of Parnell Dies in England”, New York Herald, Feb. 6, 1921. A century later, Parnell remains familiar in Ireland, if obscure elsewhere; while the “purely English” Kitty O’Shea survives as the name of countless Irish pubs around the world.

Irish Pittsburgh’s November to remember, 1920

Pittsburgh’s Irish community in November 1920 mourned the hunger-strike death of Terence MacSwiney and remembered the Manchester Martyrs of 1867. It followed news of “Bloody Sunday” in Dublin; the opening of the American Commission on Conditions in Ireland hearings in Washington, D.C.; and the launch of the American Association for the Recognition of the Irish Republic (AARIR) to rival the established Clan na Gael and affiliated Friends of Irish Freedom (FOIF).

About 14,000 Irish immigrants lived in Pittsburgh at the time, or 2.4 percent the city’s population; down from an 11 percent post-Famine peak of 27,000 in 1890.1 The population of first generation Irish Americans with at least one Irish-born parent in the city and surrounding regions is not clear.

Mourning MacSwiney

A reported 5,000 Irish sympathizers packed the Lyceum Theater in downtown Pittsburgh the evening of Oct. 31, 1920, to mourn MacSwiney’s death six days earlier. Another 2,000 unable to get inside held an overflow demonstration on Penn Avenue. Both groups listened to speeches for more than two hours about MacSwiney and the other hunger strikers Joseph Murphy and Michael Fitzgerald.2

Three days later, Catholic church hierarchy and over 2,000 mourners attended a solemn high mass at St. Paul’s Cathedral in the city’s Oakland district. An Irish tricolor was placed over a coffin. Subsequent memorial masses were held at St. Patrick’s Church, near downtown, with a sermon on “Destiny of the Irish Race”; and St. John the Evangelist, on the city’s Southside. 3

Martyrs Meeting

Western Pennsylvania representatives of the Clan na Gael packed the Lyceum again on Nov. 21 to hear Fenian legend John Devoy, then 78. There is no indication in the Pittsburgh newspaper coverage that news of the Bloody Sunday events hours earlier that day in Ireland reached the meeting. Instead, Devoy framed his Manchester Martyrs remembrance around the launch of the AARIR by Harry Boland and Éamon De Valera.

The “attempt to wreck the old organization which has kept the I.R.B. in Ireland alive for half a century, has had no effect whatever in Pittsburgh, except to make the members angry at [the] unwarrantable action, and they crowded the theater with their wives, children and neighbors to testify to their unbroken faith in the organization and the cause it represents in America but for its steadfastness and devotion.” Devoy’s Gaelic American reported two weeks later.4

The New York newspaper said its editor’s Pittsburgh hotel quarters were crowded “with old timers and young men who came to pledge their support in opposing the attempt to break the organization and to learn the inside history of the latest scheme to make a split among the American Irish.”

In his speech, Devoy recounted that he was locked up at Millbank Prison in London, about 200 miles south of Manchester, when William Philip Allen, Michael Larkin, and Michael O’Brien were executed. He said newspaper accounts were smuggled to him by the I.R.B.’s Tom O’Bolger, who had avoided capture in the attempt to free Fenian prisoners from English custody, the event that ensnared Allen, Larkin, and O’Brien.

“The executions were intended to strike terror into the Irish people, but they had the very opposite effect. A wave of anti-English feeling swept over Ireland,” Devoy told the Lyceum audience.5

‘Avoid Splits’

Devoy also warned the Pittsburgh Irish to “avoid splits, which have ruined every Irish movement for the past 100 years. … Now, when the Irish in America are more united than at any other period in the history of the country, a new split is launched. It can only help England and bring discouragement to the people in the Old Land. The one thing that Ireland needs most is a United Irish Race in America, standing shoulder to shoulder, and acting under their own elected leaders.”

The split did occur, as further reported in the same issue of the Gaelic American: “… De Valera … said there was no split and that the two organizations could get along without friction. While making this statement he was making all the friction he possibly could. … [FOIF members were] induced by gross falsehood and misrepresentation to succeed and join the rival organization which is creating disunion in America while Lloyd George is butchering the people of Ireland.”6

Commission Hearings

The American Commission on Conditions in Ireland was a non-U.S. government body created in autumn 1920 to generate political support for the Irish cause. Pittsburgh Leader Publisher Alexander P. Moore was selected to sit on the high-profile panel. A year earlier, as event co-chairman for de Valera’s visit to Pittsburgh, Moore described himself as “the son of an Ulster Protestant whose father was driven out of Ireland because he fought for Irish freedom.”7 The newspaper man excused himself from commission service because he was “unable to give the time necessary to the inquiry,” with hearings that lasted from November through January 1921.8

In early December, Pittsburgh innkeeper and Irish immigrant Patrick J. Guilfoil was called before the commission to testify about his experiences in Ireland earlier in the year. He described how Irish republican gunmen killed two Royal Irish Constabulary officers at Feakle, Co. Clare, where he was staying, which resulted in military reprisals on the village 50 miles north to Limerick city. Guilfoil also described the Cork city funeral procession of hunger striker Michael Fitzgerald. “Pittsburgh Witness In Irish Probe P.J. Guilfoil Tells of Raid by Military on County Clare Town’ and “Local Man Tells of Burning of Town in County Clare,” the city’s newspapers headlined.9

Guilfoil’s testimony was noted in other U.S. newspaper coverage of the Dec. 10 hearing, but it was overshadowed by the same-day testimony of Mary MacSwiney, sister of the late hunger striker; and by three former RIC officers who quit the force in protest of British “misrule” in Ireland. A treaty to separate Ireland from that rule and end the war would be agreed within a year. But the island was partitioned and the new free state plunged into civil war.

In the November 1920 U.S. presidential election, Irish-American voters joined the overwhelming majority, including newly enfranchised women, who rejected the pro-British policies of outgoing President Woodrow Wilson and the Democratic Party. Sen. Warren G. Harding, Republican of Ohio, overwhelmed the state’s Democratic Gov. James M. Cox by an Electoral College margin of 404 to 127.

The election occurred a week after the hunger strike death of Terence MacSwiney in a London prison and just a few weeks before “Bloody Sunday” in Dublin. In the United States, Éamon De Valera was laying the ground work for the American Association for the Recognition of the Irish Republic (AARIR), and the American Commission on Conditions in Ireland would begin hearings in Washington, D.C., before the end of the month.

The U.S. election outcome was not front page news in The Gaelic American, New York; The Irish Press, Philadelphia, or the News Letter of the Friends of Irish Freedom in Washington. John Devoy’s Gaelic American editorialized that Irish-American voters:

…did not care particularly for Harding, but they were cut to defeat the League of Nations, and they took the most practical way of accomplishing that object. The result is that the League of Nations is dead in America, and all the efforts of all the Anglomaniacs, International Financiers, peace cranks and the British agents will not be able to restore the corpose to life.10

In Ireland, the Irish Independent quoted from the president-elect’s March 1920 letter to Frank P. Walsh, member of American Commission on Irish Independence:

I have a very strong conviction myself of the very great part played by Americans of Irish ancestry in winning the independence and in the making of our great United States. More than that, I have very great and sympathetic feeling for the movement to bring about the independence of Ireland and the establishment of Irish nationality, which is the natural aspiration of any liberty-loving people.11

Few people on either side of the Atlantic were fooled by such platitudes. The Independent noted Harding’s earlier Senate votes against the Irish cause, as Devoy also had pointed out during the campain, when he backed another Republican senator. Again, the outcome was more a vote against Wilson and the Democrats than for Harding.

Democrats were bitter. George White, chairman of the Democaratic National Committee, said:

The fate of Irish freedom has been settled adversely. Men and women of Irish blood have voted for the candidate who has declared the Irish question to be a domestic problem of Great Britain, in which we can have no official concern. With their support the American people have returned the Irish problem to Downing Street.12

Once he took office in March 1921, Harding supported Irish humanitarian relief, but his administration took an arms-length approach the war, then quickly endorsed the Anglo-Irish Treaty. Irish-American influence ebbed in Washington as the nation focused on domestic affairs and Ireland deteriorated into civil war.13

Irish-American isolationism and Irish internationalism: The dispute between Justice Daniel Cohalan and Éamon de Valera in 1920

In June 1919 Éamon de Valera, then leader of the Irish nationalist movement Sinn Féin and president of the newly established Irish Dáil, arrived in the United States. He would remain there until December 1920. De Valera sought to win American recognition for the self-proclaimed Irish Republic and raise money for the ongoing political and military campaign against British forces in Ireland. 

In achieving these objectives, de Valera sought the help of two Irish-American nationalist organizations. The secret Clan na Gael, then led by the aged Fenian leader John Devoy and the more broad-based Friends of Irish Freedom organization (FOIF), founded by Judge Daniel Cohalan, at the first 1916 “Race Convention” in New York. The FOIF had branches across the United States and by the end of 1920 numbered 275,000 regular and associate members.14. The American-born Cohalan, whose parents had emigrated from Ireland during the Famine, was a New York State Supreme Court Justice with close connections to the American Catholic hierarchy and leading politicians from both main parties. In 1919, Henry Cabot Lodge, Republican chairman of the powerful Senate Foreign Relations Committee, praised Cohalan as “one of the ablest men to ever come to Washington to plead a cause. The citizens of Irish blood are fortunate in having him as a leader”.15

That de Valera, the leader of Sinn Féin, would choose to remain in the United States for 18 months at such a momentous time, highlights the importance of the American dimension to the Irish struggle for independence. In justifying American intervention in the war, President Woodrow Wilson had called for the establishment of a League of Nations which would adjudicate disputes between nations so as to prevent future conflicts. Wilson had also highlighted that the war was being fought for the principle of justice for all nationalities though he had not the Irish in mind when he made this pronouncement. 16.

Irish-American nationalists had other ideas. In May 1919, just before de Valera’s arrival in the United States, Republican Senator William Borah of Idaho, a close ally of Cohalan, introduced a resolution in the Senate calling on the American delegation at the ongoing Paris Peace Conference to secure a hearing for an Irish delegation at the event. The resolution also expressed sympathy for Irish “self-determination” and was passed by 60-1, with 35 senators abstaining.17 President Wilson, unwilling to offend Britain, chose to ignore this resolution but de Valera had every reason to hope that further Irish-American political pressure could be applied to force the American government to back Irish demands.   

One might have expected a close working relationship between the leaders of Irish and Irish-American nationalism and indeed relations between de Valera and Cohalan were initially good. In particular, De Valera recognized that Cohalan, with his social and political connections, could be a vital ally to his mission. In February 1919, a few months before de Valera’s arrival in the United States, an Irish Race Convention in Philadelphia, chaired by Judge Cohalan, launched a “Victory Fund” in support of the Irish cause. A portion of these funds facilitated de Valera’s successful tour of the United States. While Cohalan initially objected to de Valera’s bond drive, believing that the sale of bonds on behalf of a country that did not yet exist would be illegal, a compromise was found. Bond “certificates” rather than actual bonds were sold. FOIF National Secretary, Cork-born Diarmuid Lynch, who had fought heroically in the 1916 Rising, turned over the names and address of the organization’s members to de Valera’s bond drive committee. Meanwhile, members of the Clan and the FOIF enthusiastically participated in the Bond Drive. Over $5 million was collected and this aspect of de Valera’s American mission proved to be a resounding success.18

Tensions Developed

Despite Cohalan’s cooperation with de Valera’s bond drive, tensions developed between both men. Given Cohalan’s relative obscurity in Irish history, it would be easy to explain this dispute in terms of personality factors. Indeed, de Valera has lent credence to this view. In one report to Arthur Griffith, then acting head of the Irish cabinet in Dublin, de Valera expressed his frustration with Cohalan. “Big as the country is, it was not big enough to hold the Judge and myself”.19 

John Devoy

However, a close study of Cohalan’s background and belief system offers another explanation for the growing tension. While the American-born Cohalan was an Irish nationalist and strongly anti-British, he also saw himself as a defender of the Irish “race” in the United States. Since its foundation in 1903, the Clan newspaper, the Gaelic American, edited by Devoy, confronted claims that the Catholic Irish were not fully loyal to the American nation and followed the orders of the Pope and Irish nationalist leaders. Cohalan was also an American isolationist and many of his publications attacked perceived attempts by so-called “pro-British” elements in the United States to forge an Anglo-American alliance. Cohalan believed that such an alliance would not only be detrimental to Irish-American and American interests but would also enhance the power of the British Empire and thus weaken Irish struggle for independence.20.

Like Devoy, Cohalan associated Wilson with a dominant Anglo-Saxon elite in American society that identified with the interests of Britain as much as the United States. He believed that Wilson’s proposed League of Nations was merely a cover for an Anglo-American alliance. As Cohalan remarked in a speech in Brooklyn, New York in March 1919: “How clever the Englishman who devised the term, but oh, how much more strongly an appeal a ‘League of Nations’ makes to mankind in general than a League for the preservation of the British Empire.”21   

In contrast, de Valera was generally supportive of Wilson’s idea of a League of Nations once an independent Ireland could be a member. In a predatory international system of powerful and weak states, a functioning League could offer a degree of security to an emerging state like Ireland. In July 1919, just after he arrived in the United States, de Valera informed Arthur Griffith in Dublin that he was trying to let Wilson know that “if he goes for his 14 points as they were and a true League of Nations, men and women of Irish blood will be behind him”.22 De Valera’s awareness of the weakness of small independent states was also apparent in his famous Westminster Gazette interview in February 1920. Conscious of British security needs and the limited sovereignty of small nations, de Valera suggested that the Platt Amendment, which governed Cuba’s relations with the United States, could provide a possible model for Anglo-Irish relations after Ireland became independent23. This provoked a furious reaction from both Devoy and Cohalan who feared that such a move would only strengthen the British Empire. Devoy in the pages of the Gaelic American now openly attacked de Valera claiming that giving such rights to England would be “suicidal” for Irish interests.24

Joseph McGarrity

Broadly, the dispute between Cohalan and de Valera related to who should determine the strategy of the Irish nationalist movement in the United States. Some leading members of the American Clan such as Joseph McGarrity, publisher of The Irish Press in Philadelphia, believed that the direction of the movement should lie in Irish hands. Other followers of Cohalan such as Bishop Michael Gallagher of Detroit questioned de Valera’s right to dictate policy to Americans. According to Gallagher, such a policy would only confirm American nativist prejudice that the Irish followed the instructions of “foreign potentates”.25

Matters came to a head in June 1920 at the Republican National Convention in Chicago where a Cohalan delegation and a de Valera delegation appeared, each urging the U.S. political party to adopt competing policy planks in favor of Irish independence. Cohalan’s resolution was a loose wording in favor of Irish self-determination and had majority support within the Resolutions committee. In contrast, de Valera’s resolution called for recognition of an Irish republic and was rejected by the committee. Following de Valera disavowal of Cohalan’s policy plank, a perplexed committee decided to wash their hands entirely of the Irish question and adopted no resolution in favor of Ireland.26

New Group

In November 1920, Sinn Féin in America broke off relations with the Clan and the FOIF and formed a new organization called the American Association for the Recognition of an Irish Republic (AARIR). It is debatable whether de Valera really believed that he could persuade any American government to recognize an Irish Republic. To do so would lead to a serious rupture in relations between the U.S. and the U.K. In a letter to Michael Collins on his return to Ireland de Valera admitted as much:

Though I was working directly for recognition in America, I kept in mind as our main political objective the securing of America’s influence, in case she was to join the League of Nations, to securing us also a place with the League…. Recognition of the Irish Republic we will only get in case of a [US] war with England tho’ of course we should never cease our demand for it.27

From de Valera’s perspective, to have accepted Cohalan’s resolution at the Republican convention would have made him appear a “puppet” of other forces. De Valera believed that Irish-Americans should follow the dictates of the “Home Organization” and in this regard he had the full support of the IRB in Ireland.28 However, Cohalan and Devoy were not only motivated by loyalty to Ireland but also by loyalty to what they felt were the interests of the United States and Irish America. These interests were not always compatible with de Valera’s goals and the resulting tension and strife came at a time when a united front between Irish America and Ireland was sorely needed.

Irish correspondents in America, today & yesterday

Despite soaring online traffic, national and local media have been hit hard by declining advertising revenues since the start of coronavirus crisis. Many outlets have cut jobs or reduced pay. Lynch and O’Donovan raised these concerns in their conversation with IN-DC.

A New York Times profile of 41 foreign correspondents working in the United States included Suzanne Lynch of The Irish Times and Brian O’Donovan of RTÉ News. Two weeks after the story published in April, both reporters discussed their roles at an Irish Network-DC virtual meeting.

“In this tumultuous period of American politics, there are perhaps more foreign correspondents in Washington, D.C., than ever before,” the Times wrote in The Journalists. “What unites them is their fight against the threat of misinformation and their struggle to accurately inform their fellow citizens about what’s happening here — and how it might affect them.”

Notwithstanding such high-minded missions, Lynch, 41, and O’Donovan, 40, told IN-DC that “Trump is gold” for online clicks and viewer ratings back in Ireland. “He keeps on giving as a story,” O’Donovan said. Lynch added the U.S. president has become “so all-consuming” that he often cuts into other coverage.

Lynch

In the Times piece, Lynch said she “was taken aback by how open the [political] system” is in America. “On Capitol Hill in particular, you can really walk around the halls of power, go into the offices of members of Congress and talk to them directly.”

O’Donovan

O’Donovan told the paper that the four-year RTÉ posting in Washington is “one of the best jobs within the station,” and that he is very aware “this will be remembered as a unique time, and I’m privileged to be covering it and watching it firsthand.”

During the IN-DC discussion, both correspondents shared how they are now frustrated and challenged by the social distancing and travel restrictions of the COVID-19 pandemic. “Irish audiences love stories of the real America,” said Lynch, who nevertheless filed nearly 50 stories during April.

She also noted how the health crisis has distracted U.S. political attention (already waning in the Trump administration) from the restored power-sharing executive in Northern Ireland and the impact of Brexit on the island of Ireland. RTÉ‘s Caitríona Perry, who preceded O’Donovan in Washington, last fall published a book from the opposite perspective, The Tribe: The Inside Story of Irish Power and Influence in US Politics.

Dillon

“Ireland has had a long established tradition of excellence in foreign news coverage,” Kevin Rafter, head of Dublin College University’s School of Communications, has written.29 He includes William Howard Russell, Francis McCullagh and Emile Joseph Dillon among a “very impressive group” of late 19th and early 20th century Irish foreign correspondents.

Ford

Another group, Irish immigrants in America who owned or wrote for U.S. newspapers, also influenced audiences back in the homeland. These include Jerome Collins, John Devoy, John F. Finerty, Patrick Ford, John Boyle O’Reilly, Jeremiah O’Donovan Rossa, and Margaret Sullivan.30

Russell

A century ago, as Ruth Russell, Harry Guest, and other U.S. journalists filed dispatches from revolutionary Ireland, Irish papers included stories about American politics, business, society and events. Much of this reporting came from un-bylined and now forgotten correspondents; either Irish, British, or American writers, often working for wire services and other cooperative arrangements between papers.

I encourage readers to share the names of Irish correspondents who were on assignment in the United States during this period.

St. Patrick’s Day in America, 1920: Politics and poetry

The Irish War of Independence had grow increasingly violent by St. Patrick’s Day, 1920. In America, Sinn Féin leader Éamon de Valera continued his effort to raise money and political support for the Irish cause. His St. Patrick’s Day message was quoted in many U.S. newspapers. It said, in part:

Sons and Daughters of the Gael, wherever you be today, in the name of the Motherland, greeting! … Never before have the scattered children of Eire had such an opportunity for noble service. Today you can serve not only Ireland, but the world. … Those of our race who are citizens of this mighty land of America, whose thought will help to mould the policy of the leader among Nations–how much the world looks to you this St. Patrick’s Day–hopes in you–trusts in you. You can so easily accomplish that which is needed. You have only to have the will–the way is so clear. What would not the people in the old land give for the power which is yours!31

Éamon de Valera

New York City’s Irish community “answered the call to arms” in de Valera’s message “by throwing the greatest parade in the history of a city that held its first in 1766.”32 The Irish leader attended the March 17 Mass at St. Patrick’s Cathedral, celebrated by Archbishop Patrick Hayes, who was appointed to the post a year earlier. Both men were seated together at the parade reviewing stand in front of the landmark church, along with New York City Mayor John F. Hylan and New York State Gov. Al Smith.

By odd coincidence, considering the Irish visitor, all four of these honorary parade-goers were New York natives. De Valera was born in the city in 1882 to a Irish immigrant mother and a Spanish father, who died three years later. The toddler was sent to Ireland to be raised in County Limerick by his relatives.

Any small talk about their shared birthplace, however, was secondary to the simmering tensions between de Valera and the American-based Friends of Irish Freedom, which was led by Gaelic American newspaper editor John Devoy and New York Supreme Court Judge Daniel F. Cohalan. At issue were disputes over control of the money being collected for Ireland and the efforts to influence American political leaders and U.S. policy.

None of this was on public view for the big day. As Hannigan writes:

At the end of St. Patrick’s Day, when Ireland held the city in its thrall, the impression may have been that the various combatants had put aside their personal grievances for the greater good. Though de Valera and Cohalan were at the same dinner by evening’s end with the appearance all was well, the truth was much different. The two men seemed to picture of professionalism that night, the politicking, scheming and plotting continued backstage. It would come to a boil very soon.”33

For St. Patrick’s Day 1920, Denis Aloysius McCarthy released a poem that emphasized the historic connections between Ireland and America, especially in the struggle for freedom. Like de Valera’s message, “St. Patrick’s Day” also was circulated in U.S. papers.34 It including these stanzas:

When America first uprose
And flung defiance at her foes
No laggards were the Irish then
In purse or purpose, means or men.

And ever since in all our wars,
Wherever gleamed the Stripes and Stars,
The loyal Irish, heart and hand,
Have fought for this beloved land.

So in the springtime of the year
When St. Patrick’s Day again is here,
T’is not alone on Irish breasts
The spray of Ireland’s shamrocks rests.

Our great Republic’s heart
Reveals today its tend’rer part,
As, smiling in her state serene,
She wears a touch of Ireland’s green.

Denis A. McCarthy

This poem should not confused with McCarthy’s “St. Patrick’s Day Memories” , from his 1906 collection, Voices From Erin.

The poet and journalist emigrated from Carrick-on-Suir, County Tipperary, to America in 1886. He eventually settled in Boston. The Boston Globe did not mention him as having strong feelings about Irish independence in its August 1931 news obituary.

How Dev’s tour shifted U.S. press coverage of Ireland

As Ireland’s strike for independence heated up after the Great War, Irish  newspapers in America frequently complained about real or perceived pro-British bias in the mainstream U.S. press. Their readers echoed the criticism of how big city dailies and wire services reported Irish news.

At a January 1919 meeting in Chicago, for example, nationalists suggested “the American press was ‘muzzled’ when it came to printing the truth about the Irish question.” Someone in the audience shouted, “Let’s boycott the press.” Ironically, the mainstream Chicago Tribune provided this reporting.35

Coverage of the June 1919 American arrival of Éamon de Valera, and the massive crowds that turned out to hear him in cities across the country, began to change the perception of some Irish Americans. In a July 26, 1919, editorial headlined “American Newspapers Aligned on Ireland’s Side,” The Irish Standard, Minneapolis, Minn., suggested:

It is the conscience of the American people rather than any impulse originating in the editorial sanctums that is forcing a change in the attitude of many of our big newspapers toward Ireland. But whatever may be the real cause it is palpably evident that there has been noted a great change in this respect during the past few weeks, coincident with the coming of President de Valera of the Irish republic to our shores.

The editorial assessed coverage of de Valera’s late June visit to Boston by the Globe, Herald, and Post of that city. It also analyzed the above-mentioned Chicago Tribune, “the Hearst papers” (then 20 dailies in 13 cities36), and “big newspapers” in New York City, without naming titles.

The Standard noted the use of quotation marks around the words “Irish Republic” and “President” before de Valera’s name, “intended to indicate sarcasm,” was beginning to disappear from the dailies, a sign of legitimacy and respect. It concluded:

Changes in attitude of the kind noted are significant of what has already taken place in the minds and hearts of the American people. The newspapers are not directing, but following the lead of public opinion in the matter.

A month earlier, at his public debut in New York City, de Valera told the gathered reporters:

It is to the press rather than to the diplomats that the representatives of the common people must appeal if they really wish to save democracy. One of the objects of my visit was that I might present my case to the people in my own words and not as the English propagandists often represent me.37

De Valera would soon have problems with newspaper coverage of his efforts in America, including John Devoy’s Gaelic American. In the summer of 1919, however, the professor and the press enjoyed a brief honeymoon.

Irish nationalism’s “troublesome men,” Part 2 of 2

This two-part post, first published in 2018, explores the late 19th century feud among Irish nationalists in America. The 1895 Chicago convention of the Irish National Alliance is well recorded, but the divisions among pro-independence Irishmen in Western Pennsylvania leading to it, and the ouster of the Pittsburgh delegation, is a lost story of this period. This account is based on letters to exiled nationalist John Devoy, held at the National Library of Ireland, contemporary newspaper coverage, and other sources. Read Part 1MH

Newspapers across America reported the August 1895 Irish nationalists rally in Pittsburgh, including its criticism of the upcoming Chicago convention. In London, The Times carried a Reuters dispatch that attracted the attention of Andrew Carnegie.38 It “had naturally an unusual interest for me,” the industrialist wrote to the establishment newspaper from Cluny Castle in Scotland’s central Highlands. He lamented that “the Irish question is not exclusively a British, but, also, unfortunately, an American question, casting over our politics its baneful influence.”39

Carnegie certainly didn’t want more unrest in Pittsburgh, the city where he made his steel fortune. Only three years had passed since the bloody strike at his Homestead plant. Three months ahead, he would return to the city to open a new library, museum and art gallery “to bring into the lives of the toilers of Pittsburgh sweetness and light.”40

His letter to the Times was not his first about Ireland to a prominent newspaper.41 In 1885, the businessman wrote to The New York Times in lieu of accepting an invitation to address the Irish League of Pittsburgh.

Andrew Carnegie

“I am indeed a friend to Ireland,” Carnegie penned from his summer home in Cresson, Pennsylvania, a mountain resort 80 miles east of Pittsburgh. “All that the wildest Irish patriot has urged against English rule is warranted. ‘The sacred right of rebellion’ cannot be denied to the Irish people. Resistance to English rule is a solemn duty.”42

Carnegie advocated an American-style federalist system, with Ireland “as a state of the British union, equal with England and Scotland.” An Irish republic of 5 million people “would be ridiculous,” he said. “I am as determined an opponent of secession in Britain as I am in America.”43

Chicago convention

As the opening of the Irish National Alliance convention in Chicago neared, more opposition to it surfaced beyond the Pittsburgh rally. In Philadelphia, the Ancient Order of Hibernians passed a resolution that accused the INA of trying to “forge to the front as politicians to further their own interests.”44 Altoona’s Robert Emmett Literary Society declared the Chicago meeting was only “to serve the selfish ends of certain persons, and not as avowed, to do any good for Ireland.”45

Irishmen gathered Sept. 20, 1895, at Pittsburgh’s city hall passed a second resolution to bolster their statement from the August rally. It said the Chicago organizers should be “watched with jealous care and attention” because “hundreds of thousands of dollars of hard earned money of Irish American servant girls and men of our race, in the mills, mines and factories of this broad land have been squandered by American politicians.” To keep an eye on the proceedings, the group selected Paul Sheedy, John Madden and Humphrey Lynch as delegates to the Chicago convention.46

Four days later, the Irish National Alliance convention opened inside a YMCA auditorium in Chicago. Portraits of Irish nationalist heroes decorated the hall, including Robert Emmet, executed in 1803 for treason after leading a failed rebellion against Britain, and the Manchester martyrs. Banners of the coat of arms for each of Ireland’s four provinces hung over the stage.47

Divisions among Irish nationalists were as noticeable as the decorations. “For over a year there have been mutterings of discontent among a large portion of the Irish race in this country,” The Pittsburgh Press reported. While “Irish societies of all kinds, political, social, beneficial and literary” were invited to the convention, the offer was “antagonized by an element of the race on the ground that it was more the forerunner of an Irish American political movement than a genuine effort on behalf of the mother isle.”48

Attention was turning to the 1896 U.S. presidential election as the nation remained mired in an economic depression that began a few years earlier. In Western Pennsylvania, basic industries were hard hit; mills and mines either closed or operated part time.49 High unemployment sparked frequent labor unrest.

At the same time, “a significant percentage” of Irish Americans had become integrated into the middle classes and were more concerned about acting as political spokesmen for the Catholic community than having anything to do with Ireland.50 Some of the Chicago convention leaders had ties to the U.S. Republican Party, which would nominate and elect William McKinley as president in 1896. The Irish National Alliance attracted lawyers, doctors, judges, politicians and businessmen primarily from the Midwest, South and Western states. Most East Coast Irish remained indifferent or hostile to the effort.51

Several Western Pennsylvania individuals and Irish organizations wired supportive telegrams to the convention, including John J. O’Donnell of Homestead; John Kellon and Phillip Duke of Irwin; Patrick McCarthy of Sharon; T. G. Herbert of Altoona, and a half dozen well wishers from Erie.52 About 50 men from Pennsylvania attended in person.53

The Philadelphia contingent included city son James Talbot O’Callahan, owner of a silk badge and banner firm;54  Henry Boylan, a County Fermanagh-born liquor wholesaler;55 Dublin native Martin P. Moroney;56 and Patrick O’Neill, referenced earlier as an enemy of John Devoy. Altoona’s Thomas Greevy and John O’Toole traveled to Chicago. The Western Pennsylvania delegation included Homestead councilman John J. Rattigan; County Kerry native and Pittsburgh hotel operator Cornelius Horgan; and John Flannery, a former miners’ organizer who became editor of the Pittsburgh-based Irish Pennsylvanian newspaper,57 as well as Madden, Sheedy and Lynch.

Troublesome men

The convention’s credentials committee, chaired by Philadelphia’s Moroney, denied Sheedy and Madden access to the hall. “These credentials were presented on behalf of some association of the AOH on a small piece of paper by somebody,” scoffed a Montana delegate. “We thought if we accepted such a thing as that we might have the whole of Chicago in.”58

Convention Secretary M. F. Fanning of Chicago was more blunt: “You can go to ____, but you can’t go into the convention.”59

Lynch and Flannery challenged the ruling. Flannery noted that he attended the Pittsburgh meeting that selected Lynch, Madden and Sheedy. “I think it is a disgrace that we should not be treated with some justice,” he said.60

Madden and Sheedy issued a protest statement, which pointed out that Lynch “was elected in precisely the same way, and was admitted on credentials exactly similar to ours.”61 They blamed their exclusion on William Lyman, the Sullivan ally they challenged the previous fall.

“There are plain indications of fraud in the methods of making up the convention, and that fraud is in the interest of the men whose action in the past has brought disgrace and shame to the national cause,” their statement said. “We warn all true Nationalists of the danger that confronts our cause, and ask them to take the proper steps to avert it.”62

Word quickly reached Pittsburgh that Madden and Sheedy were expelled from the convention. An emergency meeting of the city’s Irish groups was convened in the Wilkinsburg neighborhood.63 Carrick read a letter from Madden, dated a few days earlier, which predicted the rebuke. Others made “bitter speeches” and “roundly denounced” the convention.

The group sent a telegram to Chicago on behalf of “Irish citizens of Allegheny County, Pa., [to] demand the reasons for the rejection.” Another telegram to Madden and Sheedy said “the Irish organizations of Allegheny County are with you to a man.”64

Lynch attributed his colleagues’ rejection to their role in the Pittsburgh rally the previous month. When Lynch asked a convention official if the telegram from Pittsburgh was received, he received a curt reply: “It may have come, but if it has not it makes no difference.”65

The Chicago Tribune named two other Allegheny County delegates as having their credentials denied at the convention, and “the four men were excluded.”66 No reporting of two other men being ousted from the meeting appears in Pittsburgh newspaper coverage, however, and it is not mentioned in the convention’s official report, only Madden and Sheedy.

The wire service account of their rejection from the convention was widely published in U.S. newspapers, including the quote that they were “troublesome men.” The Los Angeles Times carried a brief about the hometown reaction headlined “Disgruntled Pittsburghers.”67 Most of the newspaper coverage focused on the militant rhetoric of John Finerty, a former Illinois Congressman and the convention chairman. “We’ll circle England with a wall of fire, which shall never be extinguished until Ireland is free.”68

The ouster of Madden and Sheedy was absent in Irish and British newspaper coverage of the convention, and the London press waved off Finerty’s speeches. The Pall Mall Gazette said his “threats only stiffen our back and dull our hearing.” The Times discerned the domestic political effort “to muster as many Irish societies as they can beneath the banner of their presidential candidate.”69

The aftermath

On Oct. 8, 1895, about 50 Irishmen gathered again at Pittsburgh’s city hall to voice their “indignation” about the Chicago convention. Some Irish National Alliance supporters also attended, creating a spirited atmosphere.70

Sheedy alleged the convention was packed with “ward heelers,” truck drivers and “men from the stockyards” who were paid to sit in place of prominent Irish businessmen who never set foot in the hall. He suggested many of the supportive telegrams also were bogus. “The convention was a fiasco and the movement it inaugurated was a farce,” he declared.71

A few weeks later, Sheedy and Madden traveled to Philadelphia to address the pro-Devoy United Irish Societies, which also condemned the Chicago convention.72 Madden ridiculed the idea that the U.S. government would allow any domestic organization to recruit an army to invade England for the purpose of liberating Ireland, as suggested in Chicago. “But there is no fear of the alliance ever amounting to anything,” he said.73

Privately, Madden wrote to Devoy that the Chicago organizers were “show patriots” who “made us appear ridiculous in the eyes of the American people.” He added: “I am proud that my section was not caught in the trap.”74

Sheedy informed Devoy that Flannery, the Irish Pennsylvanian editor who supported him and Madden in the credentials fight, had turned against them in a column published in the Chicago Citizen, an Irish newspaper owned by Finerty, the convention chairman. “I suspect [Flannery] was paid by Lyman to do his dirty work. He is ready to do anything for a dollar.”75

John Devoy

Devoy tasked Sheedy with mailing “circulars” to the presidents of 500 U.S. and Canadian AOH groups about an upcoming meeting. “It is pretty tedious work,” the doctor complained. “You are the choice of the men here, but I told them I did not think you could come.”76

Sheedy continued writing to Devoy into 1896. He inquired about Devoy’s health, opined about political developments in Ireland, and recommended potential new Clan “camps” in Williamsport, Pennsylvania, and Wheeling, West Virginia. He also invited Devoy to a 5 August Irish event he was organizing at Calhoun Park, near Homestead.77

“We meet in auspicious times, and no man in whose veins flows Celtic blood need be ashamed,” Sheedy said in a speech to about 2,000 people. “Ireland has had a great, but painful history; she is destined to a magnificent future.”78 

Five months later, he died of pneumonia, not yet 30. John Sheedy had his younger brother’s body returned to Altoona for the wake at his house. Rev. Sheedy presided at the funeral Mass, attended by delegations from several Irish groups.79

Devoy continued to work behind the scenes. By Sheedy’s January 1897 burial, his loyalists in the Clan na Gael had more than doubled to nearly 10,000 nationwide from about 4,000 in 1894.80 Madden, Lynch and other Irish nationalists in Western Pennsylvania lived to see Devoy reestablish control of the group as the rival Irish National Alliance faded into obscurity.

Pittsburgh’s “troublesome men” had picked the right side.
